Dewitt County Finance Committee met April 20.

Here is the minutes provided by the committee:

MEMBERS PRESENT: Camille Redman - Chair, David Newberg, Terry Ferguson and Lance Reece. Also, present Dee Rentmeister, County Administrator. Melonie Tilley via teleconference call at 3:01 p.m.

MEMBERS ABSENT: None

SUMMARY OF DISCUSSION:

• Motion by Newberg, 2nd by Reece to approve last month's minutes. Voice vote, motion carried.

• Motion by Ferguson, 2nd by Newberg to approve the claims. Voice vote, motion carried.

• Motion by Newberg, 2nd by Tilley to recommend to the full board to approve the treasurer's annual report. Voice vote, motion carried.

• Motion by Reece, 2nd by Ferguson to recommend to the full board to approve the treasurer's investment policy. Voice vote, motion carried.

• Ferguson informed the committee about the need to adopt a resolution creating a 4_h Fair Association. After discussion, a motion was made by Ferguson, 2nd by Newberg to recommend to the full board to adopt the resolution creating a 4-H Fair Association. Voice vote, motion carried. Resolution attached to minutes.

• Discussion on approving a quote to repair/replace electrical meters at the marina for $1944.00. There was concerns about whether the county was responsible for these repairs/replacements. This will be sent to the marina committee for action. Note, this was sent to the finance committee due to the marina committee not meeting this month.

• Recommendation from the Land Use Committee to recreate the zoning administrator's position at a 30-hour work week. Motion by Ferguson, 2nd by Tilley to recreate the zoning administrator's position at a 3 0-hour work week. Voice vote, motion carried. Note this position will not be filled until the COVID-19 pandemic has subsided.

• Motion by Tilley, 2nd Ferguson to set the wage range for the zoning administrator's position at $17 to $20 per hour. Voice vote, motion carried.

• Motion by Ferguson, 2nd by Newberg to revise the zoning administrator's job description to indicate that the position will report to the county administrator. Voice vote, motion carried.

• Department heads were asked to present a proposal for possible furloughs due to the COVID-19 pandemic. Not all office heads/elected officials submitted a proposal. Newberg stated that he did not feel that it was fair to implement furloughs in some offices when not every office decided to respond to the request for a proposal. The thought process behind asking for possible furloughs for two months was to try to save what money could be saved not until a clear picture of lost revenue was available. It possibly could be July before any lost revenue would begin to show. After discussion it was determined to recommend to the full board under new business that all employees report to work as normal no later than May 4, 2020.

• Reece stated that the State's Attorney has put together a draft of the language to put on the ballot concerning Farmer City Fire Protection District joining the DeWitt County Ambulance District.

• Motion by Tilley, 2nd by Newberg to adjourn at 4:35 p.m. Voice vote, motion carried.

COMMITTEE ACTION:

Approve last month's minutes.

Approve all claims.

Recommend to the full board to approve the treasurer's annual report.

Recommend to the full board to approve the treasurer's investment policy.

Recommend to the full board to adopt the resolution creating a 4-H Fair Association.

Recreate the zoning administrator's position at a 30-hour work week

Set the wage range for the zoning administrator's position at $17 to $20 per hour.

Revise the zoning administrator's job description to indicate that the position will report to the county administrator.
