City of Sullivan City Council met Sept. 14.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session at 6: 00 p. m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Lee Beckman reported that the DCEO application will be submitted on September 30th. A public hearing will be held on September 25th at 2: 00 p.m. for the water main improvements on south Main Street. The water treatment plant project will be bid out in January 2021. The bid opening for the Hagerman Street Sanitary Sewer Project was held at 5: 30 this evening, Wallace Excavating submitted the lowest bid of $35, 370. 00. The Council will award the bid at the next meeting. ITEP applications are due in November, a finalized map for the project will be provided at the next meeting.

3. Mayor Glazebrook asked if there were any comments from the public. Jeri Davis explained that her husband is disabled and requested that the sidewalk on her property be repaired.

4. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes ofthe previous regular meeting held August 24, 2020

Approval of claims except those in TIF funds

Appoint Karen Reed to the Elizabeth Titus Memorial Library Board

Approval of amendment of holiday calendar to reflect Election Day 2020 Closure

A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to accept the consent agenda. Upon a roll call being taken, the results were as follows:

and the motion was declared carried by omnibus vote.

5. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to approve all TIF claims. The motion was then amended by Commissioner Sherwood and seconded by Commissioner Woodworth to approve all TIF claims. Upon a roll call being taken, the results were as follows:

6. Commissioner Sherwood reported that Mayor Glazebrook and Treasurer Golden met with Triple A of Pana regarding the City Building. It was recommended to install a second dehumidifier in the basement and a negative air machine with hepa filters on the main floor. The RIPPLE program has ended, a total of 490 households participated in the program resulting in $31, 575. 00 in bill credits. She thanked the clerks for completing the work on this program and thanked the community for participating. The final hearing for the Titus proceeds is scheduled for September 23rd. A moratorium was previously placed on the proceeds for one year after receipt of the funds. The City Building has been closed due to COVID exposure and will reopen on September 16th. A meeting was held with Kim Drury from the Sullivan Blue Dolphins to address some concerns, they are looking at drawing up an agreement between the team and the City. A water fountain located by the Kiddie Corral in the park fell over due to a broken pipe. The fountain will be repaired at the beginning of next year.

7. Commissioner Fowler shared that the Line Crew has been installing transformers, installing temporary power for the Keller Subdivision, set poles at the park, changed out a capacitor, completed maintenance on overhead lines, trimmed trees, recycled scrap and disconnected service due to a fire. There was a disciplinary issue with an Apprentice Lineman. Commissioner Fowler has been in contact with a contractor from Mattoon regarding the HVAC system at the City Building. They are looking at a roof top unit. He held meetings with the Line Crew and the Plant Staff and has requested a quote to enlarge an overhead door at the plant. Enlarging the door would allow an old generator to be removed if needed.

8. Commissioner Woodworth reported that the Distribution Crew spent three days repairing the sludge thickener at the water plant. The clarifier at the sewer plant is also being repaired, the drive will be rebuilt and new chains will be installed. The Distribution Crew continues to install meters and located the sewer line at the Titus Home.

9. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to incur one hundred percent of the cost of the extension of the City sanitary sewer system to the real estate to be known as the Hagerman Street Subdivision located immediately south ofthe north line ofthe current City limits and along Hagerman Street and that immediate applications be filed with the Illinois Environmental Protection Agency for all necessary permits required by said sanitary sewer extension. Upon a roll call being taken, the results were as follows:

10. Mayor Glazebrook shared that the Chamber is holding a golf outing on September 18th. He asked that the community complete the census and emphasized the its importance. A new roof was installed on the Cemetery office building. The chemical waste event that was held this past weekend was well received. A bid opening will be held on Wednesday for the Titus Home demolition.

11. City Adminstrator Dan Flannell reported that a little over $23, 000 of PPE has been purchased and arrived 10 days ago. He has been distributing supplies to the nursing home care facilities, the Moultrie County Beacon and their CILA homes, Patterson house and various other businesses within the City limits. There are still gowns, disposable masks, plastic face shields, medical safety goggles, n95 masks and a few other items still on hand. Disposable masks were delivered to restaurants offering indoor dining. He thanked Chief Pistorius for assisting in the delivery of items and providing storage for the supplies. There are now 199 positive COVID test results in Moultrie County. The positivity rate is at 4. 1% and is trending downward. The boy scouts completed a survey at the Hazardous Household Waste Event, this will provide statistics from the event.

12. A motion was made by Commissioner Fowler and seconded by Commissioner Woodworth to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, September 28, 2020. Upon a roll call being taken the results were as follows:

13. A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood to waive formal reading of the adoption of Ordinance 20- 13 amending Section 1- 2- 3 Meetings of Chapter 1 Administration of the Revised Code of Ordinances. Upon a roll call being taken the results were as follows:

14. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to waive formal reading and adoption of Ordinance 20- 14 authorizing the Mayor to execute the Financial Support Conditions and Certification Agreement required for participation in the Local Coronavirus Urgent Remediation Emergency Support Program. Upon a roll call being taken, the results were as follows:

15. A motion was made by Mayor Glazebrook and seconded by Commisioner Woodworth to waive formal reading and adopt Ordinance 20- 15 authorizing and directing the Mayor to execute the First Amendment to the TIF Redevelopment Agreement with Darin Burdick whereby a correction shall be made in the entry listing the original land acquisition cost and a like correction in the Total Estimated TIF Eligible Project Costs. Upon a roll call being taken, the results were as follows:

16. A motion was made by Commissioner Sherwood and seconded by Mayor Glazebrook to approve Resolutions 20- K, 20- L and 20- M authorizing the City Treasurer, Assistant City Treasurer, City Clerk and Mayor to execute Entity Authorization respectively with Scott State Bank, First Community Bank of Moultrie County and First Mid Bank & Trust. Upon a roll call being taken, the results were as follows:

17. Officer Tom Lehew provided the Council with information on the K-9 Unit that the Police Department will be purchasing with donated funds. He explained that grants, fundraisers and donations should allow the project to be self-sustaining. The presence of canine units encourages good public relations within the community and school districts, improves criminal element and improves officer safety issues. Donations totaling $ 7, 000 will allow for the first K-9 Unit in Sullivan and the only unit in Moultrie County at this time. Officer Andrew Smith will be the handler and will be going through training in October.

18. A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood to adjourn into closed session. Upon a roll call being taken, the results were as follows:

20. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to pass Resolution 20- J — Regarding the release of executive session minutes. Upon roll call being taken, the results were as follows:
