City of Sullivan City Council met Oct. 12.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session at 6: 00 p. m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Cassie Yoder provided on update on the " why Sullivan" campaign. Individuals and families have been selected to participate in interviews that will be edited into a 3- 8 minute video. New interviews will roil out every 4- 6 weeks and will be posted on whysullivan. com and the chamber website.

3. Lee Beckman reported that a grant application was submitted for the replacement of the water main on North Main Street. A public meeting was held this evening for the ITEP grant. Bid ads for the Water Plant are projected to go out in January 2021. The Hagerman Street project was awarded to Wallace Excavating and should begin the first week in November. The Titus demolition was also bid out and should start in a couple of weeks.

4. Pat Freesh from Jefferson St. Barracks presented the City with a proclamation and street signs, recognizing the City of Sullivan as a POW -MIA city. The City of Sullivan is the third city in Illinois to receive this status. The American Legion purchased two addition POW -MIA street signs for the City. Mayor Glazebrook thanked Mike Keown, the American Legion, the VFW and Kathleen Preissing for the work the completed for this program.

5. Laurrie Minor of the SCED shared that safe trick -or -treat will not be held this year due to COVID precautions. Instead they will prepare bags of candy to be distributed to the school children and daycares.

6. Mayor Glazebrook asked if there were any comments from the public. A comment was received from Robert Ingram, stating that the City Building had relocated to Hamilton Street due to the presence of toxic air. He questioned if there was any consideration of evaluating a permanent relocation before investing a lot of time and money on the toxic site. Adding that he visited the temporary site and was impressed. Commissioner Sherwood stated that an engineer will be evaluating the building and two different firms have been contacted regarding the HVAC systems. A decision won' t be made until all information has been received. Mayor Glazebrook stated " that one other thing I' d say, the use of toxic air is probably not quite what the air was, but that' s, I don' t know what you want to use but it wasn't toxic".

7. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes of the previous regular meeting held September 28, 2020

Approval of claims except those in TIF funds

Appoint Aaron Kirk to the Revolving Loan Fund Committee

A motion was made by Commissioner Hargis and seconded by

Commissioner Fowler to accept the consent agenda. Upon a roll call being taken, the results were as follows:

8. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve the TIF claims. Upon a roll call being taken, the results were as follows:

9. Commissioner Sherwood reported that the new walls have been built for the south bathrooms and will be reopened once they are painted. The park is looking for options for Christmas light storage. The Civic Center is hosting a fall family festival at Wyman Park on October 17th. They have been working closely with the Moultrie County Health Department to ensure the safety of those in attendance. A second Civic Center survey is available online for input regarding programming and the future of the Civic Center. The Titus proceeds have been received and distributed between the three local banks. There is a moratorium on the proceeds until October 2, 2021. She participated in a fraud interview for the annual audit. Hepa filters were placed in the old City Building until a decision is made on what will be done with the building.

10. Commissioner Fowler reported that there was an outage at the bus garage, the crew attended a safety training, have been completing numerous JULIE locates, set a pole, transferred primary, secondary and fiber lines and ran power to a residence at the mobile home park. He has been in contact with Mark Coleman from Industrial Services regarding the HVAC system for the City Building.

11. Commissioner Woodworth shared that the Distribution Crew drained and cleaned out a tank used for wastewater treatment. The pumps become plugged and this maintenance is necessary every few years. They have also been completing numerous JULIE locates. He thanked the Street Department for helping with the equipment while cleaning the tanks.

12. Commissioner Hargis reported that the Street Department has been working on tiling on North Worth which is taking longer than expected due to equipment breakdowns and repairs. She explained that she has been spending time with her ill mother and has not had time to work on issues facing the street department.

13. Mayor Glazebrook thanked Blake Eggleston and Treasurer Golden for their efforts to get air purifiers for the old City Building. The Mayor has been working on a grant with the Chamber to bring trees into Tabor Park. He gave an update on the Titus Home; trees and plants are being removed, the iron stairway will be taken down, the facility has been used by the Police Department for training and will possibly be used by the Fire Department for training. The demolition of the Titus Home will start in November. The Gas Department has been installing meters and completing JULIE locates. The City received a thank you card from Peterson Healthcare for the PPE that has been supplied to their facilities. The hole from the old Jibby' s should be filled in within the next 10 days.

14. City Adminstrator Dan Flannell reported that there are several collective bargaining issues pending. This includes arbitration pending for employee discipline, decertification ofthe bargaining unit representing the gas, street, water and sewer departments and the attempt of the water department to reorganize their department. COVID- 19 is rapidly increasing within the county and the 61951 zip code accounts for approximately 60% of the cases. Mason Point has recently experienced an outbreak. Medical grade N95 masks have been delivered to the facility and more have been ordered.

15. A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, October 26, 2020. Upon a roll call being taken the results were as follows:

16. A motion was made by Commissioner Sherwood and seconded by Mayor Glazebrook that the 2020 Halloween Trick -or -Treat hours be set for Friday, October 30th and Saturday, October 31St , 2020 between the hours of 6: 00 p.m. and 9: 00 p.m. Upon a roll call being taken the results were as follows:

19. A motion was made by Commissioner Hargis and seconded by Mayor Glazebrook for the adoption and implementation of the bicycle, pedestrian and streetscape plan as presented for the Council' s consideration this date by City Engineers Milano & Grunloh. Upon a roll call being taken, the results were as follows:

20. A motion was made by Commissioner Hargis and seconded by Mayor Glazebrook for the adoption of Resolution 20- 0 whereby the City Council lends its funding support to an application for Illinois Transportation Enhancement Program Grant for improvements to the City' s streetscape and sidewalk project. Upon roll call being taken, the results were as follows:
