City of Clinton City Council Met November 16

City of Clinton City Council met Nov. 16.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan and Wise were present. Commissioner Ballenger was absent.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of November 2, 2020 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the leaf pick-up is going well. The department has picked up 2100 cubic yards so far and our overall yearly average is around 2000 cubic yards and will continue until the end of November. After that they will need to be put in brown paper yard waste bags and the City will pick them up. He also stated this is the last week for brush pick-up as they will not pick up the months of December, January and February unless there is a storm and it will start back up in March. The department will start putting up Christmas decorations later in the week.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported Well 10 has been put back together and it should last a long time. He also stated he appreciated all the departments helping each other out.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger was absent.

Police Chief Lowers wished everyone a Happy Thanksgiving and safe travels. 

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported the next Council meeting will be the hearing on the annual levy and he stated the Fire Pension Plan is 79% funded and the Police Pension Plan is 89% funded with the State average at 55%, which is excellent.

UNFINISHED BUSINESS

Written motion was made by Mayor Cyrulik and seconded by Commissioner Edmunds to approve the Preparation of GASB 74/75 Actuarial Valuation for Fiscal Year Ending 4/30/21 for $4,430.00, Fiscal Year Ending 4/30/22 for $900.00, Fiscal Year Ending 4/30/23 for $4,700.00 and Fiscal Year Ending 4/30/24 for $950.00 with Lauterbach & Amen, LLP. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Annual Levy – Levy Hearing will be December 7th at 6:45 p.m.

On File - Petition for Disconnection of Parcels

On File – Brush Grinding ($13,600.00) & Leaf Disposal ($16,000.00) – Yard Waste

Facility – R & R Services of Illinois Inc. - $29,600.00

On File – Ordinance Amending Chapter 1 of Title 13 – Building Codes

The Mayor announced before the next Council meeting the Public Hearing for discussion on Stericycle will be at 6:00 p.m. and the Public Hearing for discussion on the Annual Levy will be at 6:45 p.m.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
