City of Clinton City Council met Dec. 21.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan and Wise were present.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the Public Hearing Annual Levy and the regular meeting of December 7, 2020 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan wanted to remind the citizens that the emergency snow routes are in effect with a 2-inch snowfall and the cars will need to be moved off the street and he also stated there is no brush pickup (unless there is a storm) until March so if you have some laying out you need to take it to the Yard Waste Facility. He wished everyone a Merry Christmas and a Happy New Year.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the air compressor that runs all the valves in the ClariCone and the area that works the water treatment plant went down and they got it fixed and backup running and replaced the valve, and a piece is ordered for the drying system. They also did the yearly maintenance. The department has started working on mapping all the valves in town and they will be put on a mapping system. He wished everyone a Merry Christmas.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger had no report and wished everyone a Merry Christmas.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported the regular Sales Tax increased $12,000.00 over this time last year and that was good news. He wished everyone a Merry Christmas and a Happy New Year.
UNFINISHED BUSINESS
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1530, An Ordinance Disconnecting Certain Property from the City of Clinton, Illinois (Sutton and Cowan). On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”. Commissioner Edmunds wanted to make sure they realize they no longer have City services (Fire Dept.), and they need to contact the Fire Protection District to get annexed.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Engineering Agreement for a Subdivision Design by Farnsworth Group. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”. Mayor Cyrulik stated this is 5 acres on Illini Dr. and it will create 7 residential lots.

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
