City of Sullivan City Council met Jan. 11

1 The City Council of the City of Sullivan, Illinois; met in regular session at 6 00 p.m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard
Glazebrook. A roll call was taken.

2. Lee Beckman reported that the water grant application that was submitted in December should be graded by the end of January and announcements should be made in February or March. If funded, the project could be advertised in the first quarter of 2022. ITEP applications were submitted in November and will be awarded in the first quarter of 2021 He attended a pre submittal meeting with Commissioner Wood worth to discuss the water plant project. This should be submitted to the IEPA by the end of the month. He suggested talking about the RIPI grant application that was submitted last year for construction. There will probably only 6- 8 applications out of 300 that will be funded. The Hageman Street Sanitary Sewer project has been completed and the paperwork for the Titus demolition is in order and should be starting soon.
3 Mayor Glazebrook asked if there were any comments from the public in attendance, there were none.
4 Mayor Glazebrook read the items on the consent agenda.

5 A motion was made by Commissioner Booker and seconded by Commissioner Sherwood to approve TIF claims. Upon a roll call being taken, the results were as follows

6 Commissioner Sherwood reported that the Civic Center will be offering a youth swim. Swimmers must make a lane reservation and arrive dressed to swim. The locker rooms will only available after using the pool. Blake Eggleston and Ed Moody met to discuss the disc golf course. The files that were removed from the old City Building have been decontaminated and cleaned and were returned to the City Christmas lights have been taken down and Commissioner Sherwood met with Ed Moody to discuss starting a Christmas light committee and to discuss how to get the community involved with this process. She attended a meeting regarding community growth and community issues and met with the Revolving Loan Fund Committee.
7 Commissioner Fowler reported that the Electric Department experienced an outbreak of COVID- 19 An outside line contractor was available to fill in during the staff shortage. The line crew complete JULIE locates and work orders.
8 Commissioner Woodworth met with Lee Beckman and Mark Allsop to finalize the plans for the new water plant. Mr Woodworth asked that the Council go into closed session this evening to discuss the purchase of property
9 Commissioner Booker reported that the Stret Department completed ice and snow removal last week, picked up yard waste and tree limbs, and fixed a broken tile on Corey Avenue. Dustin Booker has talked with Lee Beckman and Sarah Golden about preparing a bid process for the concrete gutters on the north side of Corey Avenue. Corey Avenue was regraded and potholes were filled. The gutters on the south side of Corey Avenue are also in need of repair Commissioner Booker would like both gutters to be repaired before the street is redone. He was provided a map of the streets that will be oiled and chipped this year. The Street Department ran the jetter down a drain at Eastview and discovered that is was compromised, they will continue to look into this issue. IDOT offered to clean the northeast side of the ditch at the first entrance to Eastview Subdivision. Cleaning the ditch out might create a better flow down to the culvert.
10 Mayor Glazebrook thanked the Cemetery staff for taking down the Christmas tree and ornaments. He attended numerous meetings regarding strategic planning, COVID- 19, outdoor dining, and development projects. He reported that the Cemetery and Park staff will be taking the Christmas lights down from the square. He set up meetings with some local manufacturing companies, and with City Administrator Dan Flannell. He will be setting up meetings with the local medical facilities and other businesses. He reported that the Titus Home should be coming down by the end of the week.
11 City Administrator Dan Flannell reported that there are now 1, 319 positive COVID- 19 test results for Moultrie County with 782 of those being from the 61951 zip code. He requested addition funding for the purchase of PPE supplies as the City' s supply is getting low The supplies are primarily being distributed to the nursing homes, but are also available to care facilities, the Beacon, restaurants and child care providers.
The City hasn't received any more fraudulent unemployment insurance cases at this time. The Attorney General has appointed a task force to review and address this issue. He explained that house bill 163, if passed, would significantly increase the City' s financial exposure to liability suits against Police Officers. This would also complicate the process of finding affordable liability insurance for the Police Department. This bill could also subject Police Officers to carry their own personal liability insurance. The nursing homes have been administering the COVID vaccine to its' residents and staff. The Health Department is preparing to move on to administering the vaccine to first responders and individuals that are over 65 and at high risk. Mr Flannell received a call from the architect regarding the City Building and they should have a presentation prepared for the January 25th meeting.
12. A motion was made by Mayor Glazebrook and seconded by Commissioner Wood worth to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, January 25, 2021 Upon a roll call being taken the results were as follows.

13 A motion was made by Commissioner Fowler and seconded by Commissioner Booker that the City Administrator be given the authority for the purchase of COVID PPE supplies with a cost not exceeding an additional $ 10, 000 00 for a total authorization of$60,000 00 Upon a roll call being taken the results were as follows

14 A motion was made by Commissioner Woodworth and seconded by Commissioner Booker that the dates for the annual city wide cleanup be set for July 10, 2021 and July 17, 2021 and that the City contract with Advanced Services, Inc for pickup and disposal services. 15 A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler for the adoption of Resolution 21- A establishing a formal fraud prevention policy for the City This item was tabled to the January 25, 2021 Council meeting.
16 A motion was made by Commissioner Booker and seconded by Commissioner Woodworth for adoption of Resolution 21- B thereby authorizing the City Clerk to update the Official Zoning Map and publish notice of that update. Upon a roll call being taken the results were as follows
