Moultrie County Board Met Feb. 11.

Here is the minutes provided by the board:

The Moultrie County Board met in Courtroom B, Third Floor of the Moultrie County Courthouse. Chairman McCabe called the meeting to order at 7:00 p.m.

Opening Prayer by Dave McCabe.

The Pledge of Allegiance was said.

Roll Call was taken, with the following Board members present Dave McCabe, Larry Baker, Arlene Aschermann, Todd Maxedon, Tyler Graven, John Fayhee, Billy Voyles. Absent Elizabeth Houser, Neil Bryan

There were 19 people in attendance, which included 7 Board members and County Clerk Georgia England.

Minutes: Baker moved to approve the January 14, 2021 County Board meeting minutes. Graven seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Guest Speaker: Beth Beck-Marts from CEFS spoke on Central Illinois Public Transit.

Aschermann moved to approve an Ordinance to Provide for Public Transportation and to enter into an Intergovernmental Agreement with the County of Shelby regarding same. Baker seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Unfinished Business: None

Appointments by County Board Chairman: First reading to appoint Jeff Trower as Trustee of the Lovington Fire Protection District. Term commencing the 1st Monday of May 2021 and ending the 1st Monday of May 2024.

NEW BUSINESS:

FINANCE COMMITTEE (Chairman McCabe)

Committee met February 8, 2021.

McCabe moved to approve the Treasurer’s Report for the month of January 2021. Baker seconded said motion, which passed by roll call vote. (7 yes, 0 no)

McCabe moved to approve all claims as presented. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no)

BUILDING & GROUNDS COMMITTEE (Chairman Graven)

Committee did not meet. No motions.

ROAD & BRIDGE COMMITTEE (Chairman Voyles)

Committee met February 2, 2021.

Voyles moved to approve the Resolution vacating Certain Streets and Alleys in the unincorporated Village of Kirksville, Illinois [LeCrone]. Graven seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Voyles moved to approve the 2021 County FMT Maintenance program Resolution. Graven seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Voyles stated that there was to be further discussion regarding the Resolution and Affidavit Request regarding the General Assembly to Exercise Quick-Take Powers of Eminent Domain for the Completion of a Highway Project on Township Road 185A and that a Special Board Meeting may be required to facilitate the matter.

PLANNING, ZONING & LAND USE COMMITTEE (Chairman Maxedon)

Committee did not meet.

PUBLIC HEALTH, SAFETY & WELFARE COMMITTEE (Chairman Aschermann)

Committee met February 4, 2021.

Aschermann moved to approve the Resolution of the County of Moultrie, Illinois Urging Governor Pritzker to Veto House Bill 3563 regarding Criminal Justice Reform. Baker seconded said motion, which passed by roll call vote. (7 yes, 0 no)

INSURANCE COMMITTEE (Chairman Houser)

Committee met February 2, 2021.

Acting Chair McCabe moved to sign the service agreement with AMPS for a referenced based pricing protection on the County’s group health insurance program. Baker seconded said motion, which passed by roll call vote. (7 yes, 0 no)

GIS STEERING COMMITTEE (Chairman Bryan)

Committee met February 8, 2021. No motions.

With no further business, Maxedon moved to adjourn the meeting. Graven seconded said motion, which passed by voice vote. Meeting adjourned at 7:23 p.m.
