City of Clinton City Council met Sept. 20.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in  session in the Council Chambers of City Hall and electronically, Monday, September 20,  2021 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan, Wise and Ballenger were present.  

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of September 7, 2021 be approved as  submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and  Mayor Cyrulik voted “Yes”.  

The bills and payroll were read. 

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue  warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.  

PETITIONS AND COMMUNICATIONS 

None 

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik read the Constitution Week Proclamation. He also reported receiving a  memo regarding the last of the concrete was poured at the Warner Hospital & Health  Services parking lot and Paul Skowron, CEO of the Warner Hospital & Health Services reported the contractors were very professional to work with and they spent their money  locally purchasing fuel and food. The Mayor thanked the public for their patience during  this time.  

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC  IMPROVEMENTS 

Commissioner Buchanan reported the Apple-n-Pork Festival will be Saturday and  Sunday and Center St. will be closed from the RR tracks to Woodlawn St. each day from  6:00 a.m. – 6:00 p.m. 

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise reported every day operations are going smoothly and the ILEPA  did an inspection on the Plant and had some things to fixed and they were very  complimentary of Lloyd Francis to work with. 

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger reported the Fire Training Facility is in the process of being  painted and the department has purchased a water rescue boat. He also wanted to  congratulate the Police Dept. along with several other departments that helped with the  incident that happened this past week. He said everyone did a good job. 

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds reported Sales Tax was up $9,000.00 and up $200,000.00 YTD than this time last year. 

UNFINISHED BUSINESS 

Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to  approve Resolution 2021-10, A Resolution Accepting Offers for Lots and Outlots in Illini  Addition of the City of Clinton. On roll call vote, Commissioners Ballenger, Edmunds,  Buchanan, Wise and Mayor Cyrulik voted “Yes”. 

Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to  approve Resolution 2021-11, A Resolution Authorizing Payment Hospital Revenue  Bond, Series 2013. On roll call vote, Commissioners Edmunds, Buchanan, Wise,  Ballenger, and Mayor Cyrulik voted “Yes”. 

NEW BUSINESS 

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Resolution 2021-12, A Resolution in Support of Participation in the Safe  Routes to School Program. On roll call vote, Commissioners Buchanan, Wise, Ballenger,  Edmunds, and Mayor Cyrulik voted “Yes”. 

On File – Bids for Firetruck/Fire Dept. – Ferrara Fire Apparatus, Inc. - $546,938.00,  KME Fire Apparatus - $560,596.00 and Pierce - $661,000.00 

Commissioner Ballenger stated that these Bids were put On File last meeting, and they  were left On File because some of the language needs worked out in the contract. 

On File – Resurfacing of Pickle Ball Courts/Parks Dept. – All Weather Courts –  $27,640.00 

On File – Right-Of-Entry Agreement – Chevron Environmental Management Company 

On File – Engineering Agreement on New Water Tower and Water Treatment Plant  Improvements - Symbiont - $121,695.00

Written motion was made by Commissioner Ballenger and seconded by Mayor Cyrulik to  hold a closed session for the purpose of Approval of Closed Session Minutes and  Employment of Employee. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”. 

RECONVENED MEETING 

Minutes of the reconvened meeting of the City Council of the City of Clinton, Illinois in  session in the Council Chambers of City Hall, Tuesday, September 28, 2021 at 6:00 p.m.  Mayor Roger Cyrulik, presiding. On roll call Commissioners Wise, Ballenger, Edmunds,  Buchanan were present.  

This reconvened meeting is for Employment of Employee.  

Written motion was made by Mayor Cyrulik and seconded by Commissioner Edmunds to  hold a closed session for the purpose of Approval of Closed Session Minutes and  Employment of Employee. On roll call vote, Commissioners Ballenger, Edmunds,  Buchanan, Wise, and Mayor Cyrulik voted “Yes”. 

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adjourn the meeting.  On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor  Cyrulik voted “Yes”.
