City of Clinton City Council met Oct. 18.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, and Buchanan were present.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of October 4, 2021 and the recessed meeting of October 12, 2021 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik reported Trick or Treat hours for the City of Clinton will be October 31st from 5:00 p.m. – 8:00 p.m. and Trick or Treat Around Mr. Lincoln’s Square will be October 29th from 4:00 p.m. – 5:00 p.m.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported brush pick-up is this week and to remind the citizens after November there will be no pick-up in December, January, and February unless there is a storm. The yard waste bags can still be set out during that time. The Yard Waste will most likely be open all winter. He also stated the Center St. Project should be finished in about two weeks. The part-time employees will start the first of November with the Leaf Vac and if there are a lot of leaves fall before then the City employees will get them.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported flushing of the hydrants was last week and the clean out of the Lagoons will begin when the lime is dried out. He stated a gentleman approached him about the old water tower being torn down and he said it was a landmark and shouldn’t be torn down. Commissioner Wise explained to him it was old and needed replaced at some point in the future. He asked about lights on the water tower and Commissioner Wise said he will look into doing something like some cities have like a golf ball and a tee or a lighthouse so when that time comes it will be looked in to. The department is working on the GPS locating water mains and shut off valves and it takes time to do this, and they will work on it until the weather breaks.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported there was a little damage from mowing at the Cemetery and he called the Company, and they will take care of the damage.

Commissioner Edmunds had no report.
UNFINISHED BUSINESS
Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to approve Resolution 2021-14, A Resolution Accepting Offers for Lots and Outlots in Illini Addition of the City of Clinton. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”
NEW BUSINESS
After much discussion, Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the Contract and Purchase of a Firetruck for the Fire Dept. from Ferrara Fire Apparatus, Inc. in the amount of $565,082.00 contingent on the Governing Law is changed to Illinois and receiving and approving the Performance Bond and the changes be approved by Steve Myers, City Attorney. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan voted “Yes.” Mayor Cyrulik voted “No.”
On File – IMLRMA – Minimum/Maximum Contribution Agreement - $221,454.42
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for the purpose of Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”
ADJOURNMENT
With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
