City of Clinton City Council met Nov. 15.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in  session in the Council Chambers of City Hall, at 7:00 p.m.  Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.  

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of November 1, 2021 be approved as  submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes.”  

The bills and payroll were read. 

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue  warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”  

PETITIONS AND COMMUNICATIONS 

Bob Kreitler and the Boy Scouts were present at the Council meeting as they are working  on earning a merit badge and one of the requirements is to attend a local government  meeting. Each Council member gave them a little background as to why they wanted to  be on the Council. 

Tom Redington – 305 S. Sherman St. came before the Council to talk about  Thanksgiving and how three organizations fix meals and deliver to people who need  them. They start in October, get donations, and fix all the food the week of Thanksgiving.  They will deliver around three hundred meals and if the City will let him know what City  employees are working on Thanksgiving, he will deliver them a meal. He also stated that  he listened to the minutes of the last meeting, and someone mentioned there was a $30,000 water line ran and he wanted to clarify that the City ran that water line on Brown  St. for Wallace Press for an expansion, but it didn’t happen, so he wasn’t sure where the  $30,000 came into play. 

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Mayor Cyrulik had no report.  

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC  IMPROVEMENTS 

Commissioner Buchanan reported the Center St. Project is finished and this is brush pick up week and the last one for 3 months. There will be no pick-up in December, January, or  February unless there is a storm. The part-time help has started so everyone needs to place their leaves on the terrace and not in the street and separate the leaves and the yard  waste and limbs. He also stated the Christmas decorations are being put up and the tree  should be put up on Tuesday. He thanked all the departments for helping with the  decorations. 

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise reported the crew brought in equipment to clean out the Lagoons. He  also stated there was another leak out at Evans & Stone and the departments worked 10  hours that day to get it fixed. 

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger had no report.  

Police Chief Lowers reported the Christmas Parade is Saturday, November 27th at 2:00  p.m. and it will start in the 500 Block of E. Main St. heading west around the Square and  off on S. Center St. There will be no barricades put out until the Square is full of parked  cars then they will set up the barricades. He also stated they have hired two lateral  transfer police officers; Patrick Cook is from the Mt. Zion Police Department and Derek  Flaugher is from the Decatur Police Department. 

Brandon Robinson, Stephen Page and Blake West came before the Council to talk about  the IEMA Grant that is On File to purchase new radios for the Fire Dept. and explained  they applied for a Grant and received $17,500 but the cost of the radios is $25,733 (12  radios) and they are asking the Council that in their Capital Budget is a Gear Extractor ($10,000) which they are not going to purchase and asking Council to use that money to  pay for the remaining amount ($8,233) for the radios. The Council was fine with doing  that. 

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds reported the Sales Tax was $27,000 more than this time last year  due to online sales tax. He also stated the Police Pension Fund is at 92.3% funded and the  Fire Pension Fund is 89.7% funded. 

UNFINISHED BUSINESS 

The Contractual Purchase Agreements were not ready to be voted on.  

NEW BUSINESS 

On File – Annual Levy – Levy Hearing will be December 6th at 6:45 p.m.  

On File – Partial Grant for Purchase of Radios/Fire Dept. – Beck Tech - $25,733.00

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for the purpose of Approval of Closed Session  Minutes and Employment of Employee. On roll call vote, Commissioners Wise,  Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.” 

Written motion was made by Commissioner Ballenger and seconded by Commissioner  Buchanan to Amend the Agenda to Place the Employment Contract On File. On roll call  vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted  “Yes.” 

Written motion was made by Mayor Cyrulik and seconded by Commissioner Buchanan to recess and reconvene Monday, November 22, 2021 at 5:00 p.m. On roll call vote,  Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.” 

RECONVENED MEETING 

Upon failure of a quorum to appear at the scheduled time and place for the reconvening  of the meeting recessed on November 15, 2021, the November 15, 2021 meeting is  deemed adjourned.
