City of Maroa City Council met Oct. 4.

Here are the minutes provided by the council:

Meeting called to order by Mayor McCullough. Roll call taken by Clerk Walters. All present were Mayor  McCullough, Clerk Walters, Administrator Agee, Treasurer Modro-Peters, Attorney Delate, Aldermen  Wilkey, West, Grider, and Alderwoman Bogle. Alderman Harper was absent.

Clerk Walters lead the Pledge of Allegiance.

CITIZEN’S COMMENTS:

Jeremy Shaw came tonight to submit a citizen’s complaint for getting a ticket on September 10th while  parking during the town garage sales on Birch and Washington street. He read the letter aloud to the  mayor and the council that he had written about the incident and about him getting the traffic citation. 

Alderman West stated that he was the chairmen of the police committee and that he would answer  most of the questions. West stated that he hoped the officer that gave him the ticket had his camera on  and that we will get back to him with a response. 

Janet Broadhacker came tonight to see where we were at on the drainage issue on Maple Street at her  son’s house. Mayor McCullough stated he had spoke with Matt and they can to the conclusion they  were going to wait for it to rain and see what it does. 

The person who lives on the other side of Matt’s neighbor was also here tonight to let the council know  that there is not a problem with the culvert that this is just an issue of nit picking. He said the water is  flowing down stream and there has been no drainage issues. 

Mayor McCullough stated that he discussed it with Matt, and they are going to see what happens when  it rains and go from there.

OLD BUSINESS:

Jerry Fyke stated he got one home out and got two that he is waiting on the ground to dry up a little bit  since it has been raining. He doesn’t want to take the chance to get stuck. 

Alderman Bogle stated he was supposed to have four gone by tonight, Jerry stated he misunderstood. Alderman Wilkey told him 7 more homes gone by November 1st or it will be $500.00 per day per  violation. 

Alderman West also let Jerry know that He should not stop on November 1st getting the homes out he  should keep going. Just that we are giving him a deadline at this moment of a certain amount we want  gone right now. But he should not quit sweating it.

Alderman Wilkey told Jerry to let Gaddy know when he gets a home gone.

418 S. Wood-Allie stated that the complaint for the demolition has been prepared but not filed yet due  to had to serve an addition notice to the servicing company and the Millers. Linsey sent out the notices  last week to the Millers and the servicing company and we must wait fourteen days before we can file a  complaint. But it will be on file for the next meeting. 

Water Bill Application-Allie stated she found out that the City of Maroa is 100 percent entitled to ask for  new water hook up applicants for their social security number and drivers license number. Also, if  asking for that info you have to provide them with a notice that you will not do anything unauthorized  with that information. Allie stated she also had a small paragraph that could go along with it that said the reason we are asking for the information is so that they can become collectable when they don’t pay  their bill that we are not using it for anything other than to seek out monetary judgement. 

POLICE REPORT:

Gaddy stated everyone should have received the report in their mailboxes. The only other thing he has  is he needed to request to speak in closed session for personel. 

ATTORNEY REPORT:

Allie stated she had nothing else to add.

ENGINEER REPORT:

Not present.

ADMINISTRATOR REPORT:

Ted Agee stated that the water tower is back online now. Been doing some testing. Had to have Bodine  come in and dug a trench and ran new conduit and right now have a 50-amp breaker but will have a 60- amp breaker. The installer will be coming in to put the mixer in. 

Tom from ABM stated the during the water tower inspection they found out the standpipe was  corroded so that had to be replaced. He stated that the punch list had been worked on. The building  envelopes is signed off on, lighting is all done, generators are complete, restrooms are done. Lift station  is up and running just need to put guard rails up and do a little more programming. Meters are done  and the project itself is almost done. 

Mayor McCullough asked when the temporary tanks would be removed. Ted Agee stated that the one  at the water tower would be removed this week and the rest should be done next week.

Ted Agee stated that when the guy comes in to pour the concrete for the Veteran’s Memorial that he  was going to have him put a small slab of concrete down for the base of the tree and then he will run  some conduit at that time also and is going to be working on getting power for the tree also.

Ted Agee ask council if they wanted to close the streets down after the homecoming parade for the  festival on Saturday. Alderman Wilkey stated that to just do from Wood to the Bank and then Saturday  morning block off the rest of that half block. 

Agee stated he talked to Rise Broadband, and it is still a go. Currently, we are exploring other revenue  options.

 

COMMITTEE REPORT:

Alderman West stated that at the last police committee meeting there was supposed to be a couple of  people show for interviews and they did not show up. 

Gaddy stated that might have to raise the starting salary a couple bucks possibly or many years ago we  sent a new officer to the academy. If they left within the first year they would pay back 100 percent, if  they left the second year they would pay back 75 percent, third year would be 50 percent and fourth  year would be 25 percent and after that they would not have to pay anything back.

West stated that he spoke with Ameren, and they are going to be coming to give a scenario for lighting  up where it is dark on Wood Street from Crawford’s and Casey’s up to the highway. They are supposed  to give him and call, and he will let the Mayor and Ted know and see if they can meet all together. 

APPROVE BILLS:

Alderman Wilkey made a motion to approve September/October bills with noted additions and  Alderman Grider second the motion. Alderwoman Bogle, Alderman West, Grider and Wilkey all was in  favor. Alderman Harper was absent. Motion to approve September/October bills with noted additions was passed. 

CLOSED SESSION:

Alderman Wilkey made a motion to go into closed session under 5 I LCS 120/2 (c) (1): The appointment,  employment, compensation, discipline, performance, or dismissal of specific employees or appointees  of public body and Alderman Grider second the motion. Alderwoman Bogle, Alderman West, Grider  and Wilkey were all in favor. Alderman Harper was absent. The motion to go into closed session under  5 I LCS 120/2 (c) (1): The appointment, employment, compensation, discipline, performance, or  dismissal of specific employees or appointees of public body was passed.

ADJOURN:

Alderman Grider made a motion to adjourn at 8:09 pm and Alderwoman second the motion. Alderman  Wilkey, West, Grider and Alderwoman Bogle all was in favor. The motion to adjourn at 8:09 p.m. was  approved.
