City of Maroa City Council met Nov. 1.

Here are the minutes provided by the council:

Meeting called to order by Mayor McCullough. Roll call taken by Clerk Walters. All present were Mayor McCullough, Clerk Walters, Administrator Agee, Treasurer Modro-Peters, Attorney Wise, Aldermen Wilkey, West, Grider, Harper and Alderwoman Bogle.

Clerk Walters lead the Pledge of Allegiance.

CITIZEN’S COMMENTS:

Janet Broadhacker wanted to applaud the SRO Officer for one day when it was foggy and making sure the kids were getting across safety. As she was leaving that morning, she had notice he was standing out there with his flashlight making sure they were getting across ok, and she wanted to let us know that he was doing that and that was very nice of him to be doing since the school does not have crossing guards anymore.

John Leach Jr. wanted to ask about the streetlights if someone still had a list. If so, he stated the streetlight on Maple and Taft Street needed to be checked and replaced. Alderman West stated he would add it to his list. Chief Gaddy stated that the one behind the café in parking lot needed changed also. West stated that was considered private property and that the Township needed to take care of that one and Alderman Harper said he could tell his wife since she is on that board.

OLD BUSINESS:

• Jerry Fyke-stated that he did get the eight mobile homes removed that was asked of him to get out before this meeting tonight. He stated the ones he got removed were in the small park all three of those and the others were numbers 3, 5, 61, 58, 31. His next step is to get all the debris from getting the homes removed. There are five possibly six more homes that are empty that he is going to be working on also.

• Water Bill Application-Clerk Walters wanted to know what the council wanted to do about the new application on what they wanted on it. Lindsey Wise the attorney suggested to get as much information as possible, but to get a driver’s license. Lindsey also stated that if they don’t have a driver’s license that is when they really should give a social security number. Lindsey stated there is a section of information we must put on the form that states that we do not give out their information on it and she is going to send to Clerk Walters. Everyone was all in favor on the council for Clerk Walters to go ahead and get form together and start with the new application.

NEW BUSINESS:

• PEST REMOVAL- Alderman Grider stated that before he thought we had hired someone to come in and do removal of nuisance animals. He stated that with winter coming he wanted to see about doing it before that, so the skunks and foxes don’t start bedding in people’s homes and shed and/ or abandoned properties. Chief Gaddy stated that as far as he knew we have always left that up to the homeowners. Gaddy also stated that there are only two licensed trappers around that do this kind of work. He can call and see how much they charge. Grider stated he wanted to bring this up and see what we could do. So Chief Gaddy will make phone calls and get pricing.

• Ordinance 2021/11/1-1- Lawn Waste/Debris Nuisances- Alderwoman Bogle made a motion to approve this ordinance and Alderman Grider second the motion. Ordinance 2021/11/1-1- Lawn Waste/Debris Nuisances was passed.

• Ordinance 2021/11/1-2- Water Penalty Shut/Off Schedule- Alderman Grider made a motion to approve this ordinance and Alderwoman Bogle second the motion. Ordinance 2021/11/1-2- Water Penalty Shut/Off Schedule was passed.

• Ordinance 2021/11/1-3-A UTV’S- Alderwoman Bogle made a motion to deny this ordinance and Alderman Harper second the motion. Ordinance 2021/11/1-3-A UTV’S was denied.

• Ordinance 2021/11/1-3-B UTV’S- Alderwoman Bogle made a motion to approve this ordinance and Alderman Harper second the motion. Ordinance 2021/11/1-3-B UTV’S was passed.

• Council Pay- Since council meetings have changed from the end of the month to the beginning of the month there had been talk on if the checks needed to be switched around on the dates of being given out. Alderwoman Bogle stated that the checks should be given out the Friday before the meetings, so they are available the night of the meeting. Alderman Wilkey stated he just did not want the Zoning Boards checks to get behind again. Clerk Walters said there was a mix up in that and that they will have those on the night of their meetings from now on. Treasurer Modro-Peters stated it would be easier to leave the pay at the end of the month. All council members were ok with that.

• Clerk Pay & Treasurer Pay (Collector & Budgeter Officer)- Administrator Agee stated that we had some direction that we could start paying the extra hours that the collector and budget officer had been putting in, but we really need a motion from the council to have them get paid for those hours.

Alderman Grider made a motion for the collector and budget officer to get paid for extra hours worked and Alderman Harper second the motion. All was in favor. The motion for the collector and budget officer to get paid for extra hours worked was passed.

• Dates for Spring Clean-up/Electronic Pickup: Spring Rummage Sale dates are set for May 12th, 13th, and 14th of 2022 and Spring Cleanup/ Electronic Pickup is set for May 21, 2022. Michele stated that the people that do the electronic pickups are going to put us down for May 21, 2022, and that the price is going up because they only used to get charged for the monitors and T.V.’s but they are now getting charged for other electronic computer things as well. He stated he will send us a letter with a list of those things, so we know what they are.

POLICE REPORT: Chief Gaddy stated that he gave everyone a report of the list on Fyke. Gaddy also stated that his computer crashed, and Decatur Computer had to take it in and he is unable to do his report but once he gets it back he will get the report done and send it to everyone.

ATTORNEY REPORT: Lindsey Wise stated that the complaint for 418 S. Wood is on file. Lakeview Loan Service is being served, Laura Miller has a good address to be served, but Josh she is having a hard time tracking him down. Wants the council’s permission to do a skip trace on him which is less than $100.00. All council members approved. Lindsey stated that waiting for a court date, but it should be by the end of this month. Lindsey stated she has stuff ready for the trailer park if we need it for the future.

ENGINEER REPORT: NOTHING FOR THIS MONTH

ADMINISTRATOR REPORT: Ted Agee stated everything he had we already took care of. (Ordinances)

COMMITTEE REPORT:

Tree Lighting-November 27th – Concrete will hopefully get poured this week for the tree base and then decorating to start the following week.

Festival Dates- Set up a date for a Festival Committee meeting for Monday November 8th at 6 p.m. to discuss the dates for next year and to discuss the Tree Lighting for November 27, 2021.

Finance Committee Meeting will also be held on Monday November 8th at 5:30 p.m. to discuss the audit.

Ted Agee stated that he did send everyone information on the health insurance on different options. Need them to come to a decision on pretty quick. There is no update on if BCBS and if Springfield Clinic have come to an agreement.

Alderman Grider made a motion to approve the September open meeting minutes and Alderwoman Bogle second the motion. All were in favor. Motion to approve the September open meeting minutes was passed.

Alderwoman Bogle made a motion to adjourn at 7:44 p.m. and Alderman Grider second the motion. All were in favor. Motion to adjourn at 7:44 p.m. was passed.
