City of Sullivan City Council met Feb. 28.

Here are the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in special session at 10: 41 p. m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Commissioner Abbey Sherwood, serving as Mayor Pro Tem. A roll call was taken.

2. Commissioner Sherwood asked if there were any comments from the public, there were none.

3. Lee Beckman of Milano & Grunloh informed the Council that six bids were received for the water plant project. Grunloh Building submitted the lowest bid for contracts one and three and All Service submitted the lowest bid on contract two. The bid total for all three contracts was $ 10, 391, 688. The City previously approved $ 10, 500, 000 through bonding, with $ 8, 500, 000 funded through Rural Development. If the City chooses to move forward on the project, a funding package will be submitted to Rural Development later today. Rural Development' s interest rates change quarterly and are expected to increase on March 31st. If the loan is closed by March 31st, the City will lock in a 1. 25% interest rate. A final bond ordinance will be passed at the next Council meeting.

4. A motion was made by Commissioner Woodworth and seconded by Commissioner Booker to accept the bid from Grunloh Building with All Service doing the filter work for a total price of $ 10, 391, 688. Upon a roll call being taken, the results were as follows:

Commissioner Abbey Sherwood yea

Commissioner Mike Fowler nay

and the motion was declared carried.

5. A motion was made by Commissioner Sherw000d and seconded by Commissioner Woodworth to adjourn the meeting. Upon a roll call being taken, the results were as follows:
