City of Clinton City Council met Feb. 21.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan, and Wise were present. Commissioner Ballenger was absent.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of February 7, 2022 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Edmunds, and Mayor Cyrulik voted “Yes.”

PETITIONS AND COMMUNICATIONS 

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS 

Commissioner Buchanan reported thanked the crew for snow removal from the second storm of the year. He thanked Chief Lowers for his work in getting the word out to the public about parking on snow routes. Chief Lowers stated that he is currently reviewing the snow route ordinance and is looking to update it from the 1979 version to update street names and streamline it a bit. Commissioner Buchanan reported that as soon as the alleys begin to dry up they will get back in and start working on them again.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise reported that the lime mixing motor has been replaced and is working properly. The computer that runs the plant is pushing 5 years old and we are looking at proactively replacing this before it breaks down. Symbiont is looking at this for us. The crew had a leak over the weekend which caused a boil order and samples were submitted today.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger was absent.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds reported that the monthly sales tax this month was a little over $30,000 over the same month from the prior year. He commented on an article in the Journal about a law that was passed and effective 7/1/82 that states that any council member can receive their council pay as well as receiving pay as a volunteer fireman.

On File – Ordinance Amending Section 3-2-14-8 – Gaming License Terminal Fees

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
