City of Decatur City Council met April 4.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory and David Horn. Councilman Bill Faber was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Sister Ritamary Brown and Damarius Blanks presented a proclamation declaring the month of April “National Donate Life Month” in the City of Decatur.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Abeer Motan and Shemuel Sanders.

With no other Appearance of Citizens, Council members responded to citizens’ comments.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the March 21, 2022, City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Horn and on call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Kuhle abstained from the vote. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

Ordinance Granting a Conditional Use Permit (CUP) in the M-2 Heavy Industrial District to Allow for an Automotive Salvage Operations - 3696 Greenswitch Road, was presented. Councilwoman Gregory moved to remove the item from the table, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Mr. Greg Crowe, Assistant Director of Economic and Community Development gave an overview of the Ordinance.

Mr. Joe Devereaux spoke in opposition of the Conditional Use Permit.

Mr. David Ellison and Mr. Shane McDermott spoke in favor of the Conditional Use Permit.

Council members discussed concerns over the hours of operation, noise and frequency of inspections.

Councilwoman Gregory made a motion to table the item, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Council members Ed Culp and Dennis Cooper voted nay. Mayor Moore Wolfe declared the motion tabled.

With no other Unfinished Business, Mayor Moore Wolfe called for New Business.

2022-10 Ordinance Rezoning Property from O-1 Office District to R-6 Multiple Dwelling District - 805 East Johns Avenue, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-58 Resolution Authorizing Weed Removal Contract - Azuish Enterprises LLC, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution and answered questions for Council regarding alternatives for mowing.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-59 Resolution Authorizing Weed Removal Contract - Jandi Services, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-60 Resolution Authorizing Weed Removal Contract – Shemilah Outreach, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-61 Resolution Authorizing Weed Removal Contract - F & E Lawn and Janitorial Services LLC, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-62 Resolution Authorizing Weed Removal Contact – Jim Kaufman Lawn Care, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-63 Resolution Authorizing Weed Removal Contact – Inherited Services, Inc., was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2022-11 Ordinance Amending City Code Chapter 25 Electrical Commission, Electrical Contractors and Licensed Electricians, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

2022-12 Ordinance Amending City Code Chapter 64 Water Service, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Ordinance Amending City Code Chapter 66 Regulation of Lake Decatur, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Chuck Kuhle, Dennis Cooper and David Horn voted aye. Councilwoman Gregory voted nay. Councilman Ed Culp and Mayor Moore Wolfe abstained from the vote. Mayor Moore Wolfe declared the motion failed.

2022-13 Ordinance Amending City Code Chapter 74 Sanitary Sewer System, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-64 Resolution Authorizing Annual Service Agreement with Superion, LLC, a Central Square Company, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Police Chief Shane Brandel gave an overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-65 Resolution Authorizing Application Submittal For Capital Assistance Grant For Paratransit Vehicle Under the Illinois Department of Transportation's General Authority to Make Such Grants, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through E. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Cooper requested to remove Item B. from the Consent Agenda Calendar. The Clerk read items A., C., D., and E.:

Item A. 2022-14 Ordinance Authorizing Consumption of Alcoholic Liquor on Public Rights-of-Way 100 Block South Oakland Avenue between West Main Street and West Wood Street - Donnie's Homespun Pizza, Inc. / Oakwood Business Association for Oakwood Block Party Series, May 7, 2022 & August 20, 2022

Item C. R2022-66 Resolution Amending Agreement with Shemilah Outreach Center for the Clean-Up Green-Up Initiative

Item D. R2022-67 Resolution Authorizing an Intergovernmental Agreement for the Sharing of Certain Costs Related to Improvement of Portions of Various Public Highways in Macon County, Illinois, between the City of Decatur, and Harristown Township

Councilwoman Gregory moved Items A., C., D. and E. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2022-15 Ordinance Amending City Code, Chapter 52 - Section 10 - Number of Licenses, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council members discussed golf carts on public streets, house fire on East William Street, public comments at Council meetings and a decrease in demolitions.

With no Other Business, Mayor Moore Wolfe called Adjournment.

With no other discussion, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 6:51 p.m.
