City of Decatur City Council met April 18.

The City Council of the City of Decatur, Illinois met in Regular Meeting at 5:30 p.m., in the Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Dennis Cooper. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizen provided comments to the Council: Abeer Motan.
Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the April 4, 2022, City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Councilman Faber abstained from the vote. Mayor Moore Wolfe declared the motion carried.
With no Unfinished Business, Mayor Moore Wolfe called for New Business. City Manager Wrighton presented the Treasurer’s Financial Report.
2022-16 Ordinance Amending City Code Chapter 66 Regulation of Lake Decatur, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Mayor Moore Wolfe and Councilman Culp recused themselves from the discussion and vote.
Mayor Moore Wolfe turned the meeting over to Councilwoman Gregory for discussion on the item.
City Manager Wrighton gave an overview of the Ordinance and answered questions from Council members regarding fees.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber and Dennis Cooper voted aye. Councilwoman Gregory voted nay. Councilman Culp and Mayor Moore Wolfe abstained from the vote. Mayor Moore Wolfe declared the motion carried.
R2022-70 Resolution Accepting the Doggett Freightliner of South Texas LLC Quote Price for One (1) Pothole Patch Truck, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution.
Public Works Director Matt Newell answered questions from Council members regarding funding for the truck.

R2022-71 Resolution Authorizing Execution of Inter-Governmental Grant Agreement with State of Illinois, Illinois Environmental Protection Agency, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution.

2022-17 Ordinance Rezoning Property from R-5 Two-Family Residence and R-6 Multiple Dwelling to SPD Special Planned Development District - Public Safety Training Property to the South, West Rotary Way to the West, Rotary Park to the North and Red Tail Run Golf Course to the East, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Ordinance.
Mr. Greg Crowe, Assistant Director of Economic and Community Development answered questions from Council members concerning the stop light at Grove Road and Route 51.

2022-18 Ordinance Rezoning Property from R-1 Single Family Residence District to O-1 Office District at 3035 North MacArthur Road, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

2022-20 Ordinance Granting a Conditional Use Permit in the R-1 Single Family Residence District to Allow for the Construction of a Ground Based Satellite Dish at the Northwest Corner of Brush College Road and Hubbard Avenue, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

2022-21 An Ordinance Reserving 2022 Volume Cap for Private Activity Bond Issues, and Related Matters, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

With no other New Business, Mayor Moore Wolfe called for Other Business.
Council members discussed revisiting certain fees later in the year, removing the plexiglass partitions in the Council Chambers and an increase in structure fires.
With no other Business, Mayor Moore Wolfe called for Recess to Closed Executive Session at 5:58 p.m. under Open Meetings Act Section (2)(c)(1) the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body.
Councilwoman Gregory moved to Recess to Closed Executive Session, seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Council returned to the regular City Council meeting following Closed Executive Session at 7:29 p.m. Councilwoman Gregory moved the regular meeting be adjourned; seconded by Councilman Kuhle. All were in favor by voicing no objections.
