City of Decatur City Council met May 16.

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Bill Faber. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Bishop Tyrone Cooper, Virginia Cooper, Abeer Motan and Mirinda Smith.
Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the May 2, 2022, Regular City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
City Manager Scot Wrighton presented the Treasurer’s Financial Report. Council members held a discussion concerning General Fund cash reserves.
R2022-82 Resolution Authorizing ARPA Expenditures for the Owner-Occupied Rehabilitation Program, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution.
Mr. Cordaryl “Pat” Patrick, Economic and Community Development Director, answered questions concerning funding for the Owner-Occupied Rehabilitation Program.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2022-83 Resolution Authorizing the City Manager to Enter into an Agreement with Land of Lincoln Credit Union for Property Rehabilitation Program Services, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2022-84 Resolution Accepting the Bid and Authorizing the Work of Overhead Garage Door Repairs for Transit Facilities, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2022-85 Resolution Approving an Intergovernmental Agreement between the City of Decatur, Emergency Telephone System Board, and Central Illinois Regional Dispatch Center to Allow CIRDC to Construct a Communications Tower on City Property, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Bill Faber. Mayor Julie Moore Wolfe abstained from the vote. Mayor Moore Wolfe declared the motion carried.
Councilman Faber exited the Council Chamber at 6:00 p.m.
R2022-86 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Clippers Lawn and Landscaping Inc. for 2021 Lake Grove Club Retaining Wall, City Project 2021-20, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Councilman Bill Faber was absent. Mayor Moore Wolfe declared the motion carried.
2022-23 Ordinance Amending City Code, Chapter 38, Stormwater Ordinance, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Councilman Faber returned to the Council Chamber at 6:02 p.m.
City Manager Wrighton gave an overview of the Ordinance.
Mr. Matt Newell, Public Works Director, answered questions from Council members regarding stormwater detention.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2022-24 Ordinance Amending City Code, Chapter 41, Miscellaneous Street Regulations, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Ordinance.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2022-25 Ordinance Adding City Code, Chapter 55.1 Mobile Food Units, Temporary Vendor Stands and Food and Beverage Carts, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Horn.
City Manager Wrighton gave an overview of the Ordinance.
Council members held a discussion concerning Food Trucks located downtown.
Councilman Horn made a motion to amend the Ordinance by removing the following language from the Ordinance, “Proof of access to restroom facilities (toilet and lavatory) available for employees and customers of mobile food units which shall be located within 300 feet of the mobile food unit during times when the vehicle is operated in one (1) location for more than three (3) hours. Proof of access shall be evidenced by written agreement between the applicant and the business or entity which will provide access”, seconded by Councilman Cooper.
Upon call of the roll, Council members Dennis Cooper and David Horn voted aye. Council members Ed Culp, Lisa Gregory, Chuck Kuhle, Bill Faber and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.
Councilman Kuhle made a motion to table the Ordinance to allow staff time to bring the Ordinance back to Council with the option of allowing Food Trucks in the downtown once a week, seconded by Councilman Faber.
Upon call of the roll, Councilman Kuhle voted aye. Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Bill Faber and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.
Upon call of the roll of the original Ordinance, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Council members Chuck Kuhle and Bill Faber voted nay. Mayor Moore Wolfe declared the motion carried.
2022-26 Ordinance Amending City Code, Chapter 67, Building Code, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Councilman Faber exited the Council Chamber at 6:50 p.m.
City Manager Wrighton gave an overview of the Ordinance.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Councilman Faber was absent. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Council members discussed jet service at the Decatur Airport and thanked the Decatur Fire Department for partnering with the Red Cross to install smoke alarms for local families.
Councilman Faber returned to the Council Chamber at 6:52 p.m.
With no other discussion, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
