City of Decatur City Council met June 20.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory and David Horn. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe recognized Ms. Allison Stewart, the first African American Macon County Fair Queen. Mayor Moore Wolfe presented Ms. Stewart with a Stephen Decatur Medallion.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Jeffrey Perkins, James Taylor, TJ Jackson, Georgetta Bond Horges Eubanks, Pastor Smith & Linda Smith, Paulette Jackson, Gary Schuman, Wayne Dunning, Abeer Motan, Bishop James Wills, Pastor Jeffrey Ruffin, Calvin Carson and Vivian Goodman.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the May 16, 2022, Regular City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Scot Wrighton presented the Treasurer’s Financial Report.

R2022-87 Resolution Naming Certain City-Owned Property in the Central Business District, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Council members expressed their support in naming city-owned property located in the Central Business District, “Preston Jackson Park.”

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Councilman Faber exited the Council Chamber at 6:12 p.m.

R2022-88 Resolution Accepting the Bid from Interior Construction Specialty, Inc. for Interior Modifications on the Second Floor of the Decatur Public Library, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Councilman Faber returned to the Council Chamber at 6:15 p.m.

City Manager Wrighton answered questions from Council members concerning modifications to the second floor of the library.

Councilman Horn moved to amend the motion on the floor by amending that the additional expense of $245,749 would come from American Rescue Plan funds to be allocated to Water System Capital instead of Building and Housing Rehabilitation, seconded by Councilman Faber.

Council members held a discussion on the proposed amendment.

Upon call of the roll, Councilman Horn voted aye. Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.

Upon call of the roll on the original motion, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-89 Resolution Incorporating Amendment of Decatur Public Library for Fiscal Year 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-90 Resolution Authorizing an Agreement with Tjaty Group for Leadership Facilitation Services, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Mr. Kyle Risby provided additional details about the program.

City Manager Wrighton asked that the motion be modified to reflect that the Agreement would be subject to an annual review.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Motion Amending City Council Policies - Financial Policies, Fund Reserves, was presented.

City Manager Wrighton gave an overview of the Motion.

Council members discussed three fund reserve options.

Councilwoman Gregory made a motion to select Option #2, amend the City Council Policy by increasing the restricted reserve from 60 days to 90 days, one fourth of the annual General Fund expenditure budget; seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Lisa Gregory, and Mayor Moore Wolfe voted aye. Council members Bill Faber, Dennis Cooper and David Horn voted nay. Mayor Moore Wolfe declared the motion carried.

R2022-91 Resolution Authorizing Approval of a Redevelopment Agreement with Bob Brady for Subdivision Improvements, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Deputy City Manager Jon Kindseth gave an overview of the Resolution and answered questions from Council regarding reimbursement costs.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Faber voted nay. Mayor Moore Wolfe declared the motion carried.

R2022-92 Resolution Authorizing an Intergovernmental Agreement between the City of Decatur and the Decatur Park District Regarding Easements and Storm Water Utility Fees, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Council members held a discussion concerning storm water fees.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-93 Resolution Authorizing a Professional Services Agreement with Teska Associates, Inc. for Jasper Street Great Streets, Great Neighborhoods Plan, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Mayor Moore Wolfe exited the Council Chamber at 7:20 p.m. and returned at 7:22 p.m.

Economic and Community Development Director Cordaryl “Pat” Patrick answered questions from Council members concerning citizen engagement and street selection.

Councilman Kuhle exited the Council Chamber at 7:35 p.m. and returned at 7:37 p.m.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-94 Resolution Authorizing a Renewal Agreement with Live Stories for Forward Platform Known as AccessDecatur, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Councilman Faber exited the Council Chamber at 7:44 p.m.

City Manager Wrighton gave an overview of the Resolution.

Councilman Faber returned to the Council Chamber at 7:46 p.m.

Deputy City Manager Jon Kindseth provided additional information about the program and answered questions from Council members about promoting the program.

Councilman Cooper exited the Council Chamber at 7:46 p.m. and returned at 7:48 p.m.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-95 Resolution Accepting the State of Illinois Joint Purchasing Contract Holder Bid Price of Rush Truck Centers for the Purchase of Two (2) Tandem Axle Truck Chassis and Three (3) Single Axle Truck Chassis, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-96 Resolution Authorizing Return Water Pump Station Improvements Quotation from Bodine Electric of Decatur, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-97 Resolution Authorizing Agreement with Itron, Inc. to Complete the Version 5.5 Software Upgrade for the Automatic Meter Reading System, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through G. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Horn requested to remove Item E. from the Consent Agenda Calendar. Councilman Faber requested to remove Item D. from the Consent Agenda Calendar. The Clerk read items A. through C. and F. and G.

Item A. R2022-98 Resolution Approving Appointment - Library Board of Trustees Item B. 2022-27 Ordinance Annexing Territory 2330 East South Shores Drive Item C. Item G. R2022-100 Resolution Approving Reappointments - DCDF

Councilwoman Gregory moved Items A. through C. and F. and G. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-101 Resolution Accepting the Donation of the Former Pump House Property in Lake Decatur from Tate & Lyle, PLC, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution and answered questions from Council members regarding the donation from Tate & Lyle, PLC.

Ms. Amy Waks, Corporation Counsel answered questions from Council members concerning the responsibility of contamination claims.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory, and Mayor Moore Wolfe voted aye. Council members Bill Faber and David Horn voted nay. Mayor Moore Wolfe declared the motion carried.

Receiving and Filing of Minutes of Boards and Commissions, was presented. Councilwoman Gregory moved the item do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

The African American Cultural & Genealogical Society and Decatur Park District were recognized for their Juneteenth Celebrations.

With no other discussion, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 8:06 p.m.
