City of Decatur City Council met July 5.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Dennis Cooper. Councilwoman Lisa Gregory was absent. Mayor Moore Wolfe declared a quorum present.

Deputy City Manager Jon Kindseth attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Phil Clary, Jeff Miller, Jim McBride, Tim Hamilton, Will Wetzel, Barry Schwalbe, Abeer Motan, Anthony Chapple, Stephanie King, Jim Taylor, Eva Kucera and Joseph Kucera.

With no other Appearance of Citizens, Council members responded to citizens’ comments.

Mayor Moore Wolfe called for Approval of the Minutes.

Councilman Faber exited the Council Chamber at 6:12 p.m.

The minutes of the June 13, 2022, City Council Study Session were presented. Councilman Kuhle moved the minutes be approved as written; seconded by Councilman Horn and on call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Councilman Bill Faber was absent. Mayor Moore Wolfe declared the motion carried.

The minutes of the June 20, 2022, Regular City Council meeting were presented. Councilman Kuhle moved the minutes be approved as written; seconded by Councilman Horn and on call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Councilman Bill Faber was absent. Mayor Moore Wolfe declared the motion carried.

R2022-102 Resolution Authorizing Action Regarding Unsafe Structures, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Deputy City Manager Jon Kindseth gave an overview of the Resolution.

Councilman Faber returned to the Council Chamber at 6:15 p.m.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-103 Resolution Authorizing the Execution of an Agreement with Hutchins Excavating for the Demolition of Vacant Buildings at 83 S. Country Club, 1952 E. Prairie and 1553 N. Main, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Deputy City Manager Jon Kindseth gave an overview of the Resolution.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-104 Resolution Authorizing the Execution of an Agreement with JRH Services for the Demolition of Vacant Buildings at 1639 N. College and 1415 N. Main, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Deputy City Manager Jon Kindseth gave an overview of the Resolution and answered questions from Council members about asbestos costs.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-105 Resolution Authorizing the Execution of an Agreement with Parkland Environmental for the Demolition of Vacant Building at 1533 N. Warren, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-106 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Entler Excavating Company Inc. for Brush College Demolition Project, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Deputy City Manager Jon Kindseth gave an overview of the Resolution.

Public Works Director Matt Newell answered questions from Council members regarding funding sources for the project.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-107 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Microsurfacing Contractors, LLC, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-108 Resolution Accepting the Quote of Drake-Scruggs Equipment Inc. for the Purchase of One (1) 2022 F550 Extended Cab Bucket Truck, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-109 Resolution Authorizing Agreement with Concentric Integration, LLC for South Water Treatment Plant PLC Upgrades Phase I City Project 2022-32, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Deputy City Manager Jon Kindseth gave an overview of the Resolution.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2022-29 Ordinance Amending City Code Chapter 52 – Alcoholic Liquor, was presented. Councilman Kuhle moved the Ordinance do pass, seconded by Councilman Horn.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. and B. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Kuhle requested to remove Item A. from the Consent Agenda Calendar. The Clerk read item B.:

Item B. 2022-30 Ordinance Amending City Code Chapter 73 - Section 19 Offenses - Aiding and Abetting

Councilman Kuhle moved the Ordinance do pass, seconded by Councilman Horn, and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2022-31 Ordinance Amending City Code Chapter 34 - Traffic and Parking, was presented. Councilman Kuhle moved the Ordinance do pass, seconded by Councilman Horn.

Deputy City Manager Jon Kindseth gave an overview of the Ordinance.

Upon call of the roll, Council members David Horn, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Councilman Chuck Kuhle voted nay. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council members raised concerns about the road conditions on U.S. Route 51 through Decatur.

Councilman Horn asked for consent to allow cannabis dispensaries in the city of Decatur to be brought back as a formal Council agenda item at the first meeting in August. Council members Dennis Cooper and Bill Faber were in support of placing the item on the Council agenda in August. There was not support of a fourth Council member to place the item on an upcoming Council agenda.

Deputy City Manager Kindseth answered questions from Council members about whether assault rifles were allowed to be sold in Decatur. Condolences were sent to Highland Park in response to the recent 4th of July shooting and Council members discussed Juneteenth being a paid holiday for city employees.

With no other discussion, Mayor Moore Wolfe called for adjournment. Councilman Kuhle moved the City Council meeting be adjourned, seconded by Councilman Horn and upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 6:47 p.m.
