City of Decatur City Council met Aug. 1.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Lisa Gregory, David Horn, Bill Faber and Ed Culp. Councilman Chuck Kuhle was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Phil Clary and Abeer Motan.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the July 18, 2022, Regular City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Horn and on call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-121 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Culy Contracting, LLC for 2022 Manhole Rehabilitation Project, City Project 2022-14, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-122 Resolution Authorizing Renewal of Tyler Technologies, Inc. Maintenance and Support for Court Case Management Suite, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-123 Resolution Authorizing Funding Assistance to Child 1st Center/Macon County Heals for a Crisis Response Program with Decatur Police Department, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

Police Chief Shane Brandel gave a brief overview of the Resolution.

Ms. Jean Moore, Director of Child 1st Center, spoke about the Macon County Heals Program.

Council members thanked the Police Department and Ms. Moore for the development of the program.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through F. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A. through F:

Item A. 2022-32 Ordinance Annexing Territory - Portion of 2480 Hulette Drive (Vacant Land)

Item B. R2022-124 Resolution Regarding Temporary Closing of State Rights-of-Way - Community Events - Shoreline Classic

Item C. 2022-33 Ordinance Authorizing Consumption of Alcoholic Liquor on Public Rights-of-Way - 100 Block of Merchant Street - Northeast Community Fund - Farm to Fund

Item D. 2022-34 Ordinance Authorizing Consumption of Alcoholic Liquor in Central Park - Decatur Area Arts Council - Arts in Central Park 2022

Item E. R2022-125 Resolution Approving Reappointments - Human Relations Commission

Item F. R2022-126 Resolution Approving Reappointment - Civil Service Commission

Councilwoman Gregory moved Items A. through F. be approved by Omnibus Vote; seconded by Councilman Horn, and on call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Mayor Moore Wolfe thanked Councilman Kuhle for his efforts in the 23rd Ursula Beck Tennis Tournament and added that it was an honor to have the Illinois Municipal League Board of Directors meeting in Decatur.

With no other discussion, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Horn and upon call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 5:51 p.m.
