Mt Zion Community Unit School District 3 Board met Aug. 9.

Here are the minutes provided by the board:

President Sams called the meeting to order at 6:30 p.m.

Board members present were: Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, and Kristi Niles.

Administration present consisted of: Dr. Travis R. Roundcount, Superintendent of Schools; Brian Rhoades, Associate Superintendent; Justin Johnson, Mt. Zion High School Principal; Julie Marquardt, Mt. Zion Jr. High School Principal; Randy Thacker, Mt. Zion Intermediate School Principal; Gary Gruen, Mt. Zion Grade School Principal; Heather Ethell, McGaughey Elementary School Principal; Billy Rockey, Curriculum and Technology Director; and Renea Smith, Special Education Administrator.

The Pledge of Allegiance was cited by those present and led by Jeffrey Sams.

Nathan Brock presented a motion to approve the Regular Meeting minutes of July 19, 2022. Seconded: Michelle Shumaker. Roll Call: Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, and Jeffrey Sams, yea. Motion carried 7-0. (See Book of Attachments.)

Kristi Niles introduced a motion to approve the Executive Meeting minutes of July 19, 2022. Seconded: Kyle Janvrin. Roll Call: Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, and Nathan Brock, yea. Motion carried 7-0. (See Book of Attachments.)

Jeffrey Sams introduced Cyndi Johnson who spoke about the recent hiring and notification process of the High School Vocal Music Instructor/Show Choir Director position.

Dr. Roundcount shared that the Mt. Zion School District would be collaborating with Mt. Zion United Methodist Church in the weeks ahead for “Operation Backpack”. He also shared that McGaughey’s Pre-K program was recently recognized by the State Board for meeting high quality standards in the following three areas: 1) learning environment and teaching,

2) administration, and 3) training and education.

Kristi Niles presented a motion to approve keeping Executive Session Minutes prior to August 2022 closed. Seconded: Michelle Shumaker. Roll Call: Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, Nathan Brock, and Michelle Shumaker, yea. Motion carried 7-0. (See Book of Attachments.)

Michelle Shumaker introduced a motion to authorize the destruction of the verbatim recordings from the closed session meetings of the Mt. Zion Board of Education prior to February 2021 to specifically include: August 2020, September 2020, October 2020, November 2020, December 2020, and January 2021. Roll Call: Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, Nathan Brock, Michelle Shumaker, and Matt Beavers, yea. Motion carried 7-0. (See Book of Attachments.)

Kristi Niles presented a motion to approve the second reading of the policies as presented. Dr. Roundcount summarized the final policy updates. No procedural changes were made since the first reading. The only change being presented was the removal of Item #11 from Page 3 of Policy 5:120-AP2 (General Personnel - Employee Ethics; Conduct; and Conflict of Interest). This language is no longer necessary. Seconded: Nathan Brock. Roll Call: Kent Newton, Kristi Niles, Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, and Kyle Janvrin, yea. Nathan Brock introduced a motion that the Board approve the Mt. Zion School District Return to Learn plan for the 2022-2023 school year. Dr. Roundcount summarized the plan. Seconded: Matt Beavers. Roll Call: Kristi Niles, Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, and Kent Newton, yea. Motion carried 7-0. (See Book of Attachments.)

Matt Beavers presented a motion to approve payment of the enclosed list of Quick Pay check numbers: 31912-32012, Fund Warrant check numbers: 32013-32014, and Athletic Imprest check numbers: 14320-14325 as presented. Seconded: Kristi Niles. Roll Call: Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, and Kristi Niles, yea. Kent Newton, nay. Motion carried 6-1. (See Book of Attachments.)

Kristi Niles introduced a motion to place the Tentative FY 2023 Budget on display and schedule a public hearing on the budget for September 20, 2022. Brian Rhoades summarized. Seconded: Michelle Shumaker. Roll Call: Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, and Jeffrey Sams, yea. Motion carried 7-0. (See Book of Attachments.)

Kristi Niles presented a motion to go into closed session at 6:46 p.m. for the purpose of discussing the appointment, employment, reassignment, leave of absence, compensation, possible litigation, resignation, discipline, performance or dismissal of specific employees of the public body, collective negotiating matters, and security procedures. Seconded: Matt Beavers. Roll Call: Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, and Nathan Brock, yea. Motion carried 7-0. (See Book of Attachments.)

President Sams announced Tuesday, September 20, 2022, 6:30 p. m. as the next regular meeting of the Board of Education, to be held at the Mt. Zion C.U.S.D. #3 District Office, 1595 W. Main St., Mt. Zion, IL 62549.
