Mt Zion Community Unit School District 3 Board met Sept. 20.

Here are the minutes provided by the board:

CALL TO ORDER 

President Sams called the meeting to order at 6:29 p.m.

ROLL CALL 

Board members present were: Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, and Kristi Niles.

ADMINISTRATION PRESENT   

Administration present consisted of: Dr. Travis R. Roundcount, Superintendent of Schools; Brian Rhoades, Associate Superintendent; Justin Johnson, Mt. Zion High School Principal; Julie Marquardt, Mt. Zion Jr. High School Principal; Randy Thacker, Mt. Zion Intermediate School Principal; Gary Gruen, Mt. Zion Grade School Principal; Heather Ethell, McGaughey Elementary School Principal; and Renea Smith, Special Education Administrator.

PLEDGE OF ALLEGIANCE 

The Pledge of Allegiance was cited by those present and led by Jeffrey Sams.  

REGULAR MEETING MINUTES 

Nathan Brock presented a motion to approve the Regular Meeting minutes of August 9, 2022. Seconded: Kristi Niles. Roll Call: Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, and Jeffrey Sams, yea. Motion carried 7-0. (See Book of Attachments.) 

EXECUTIVE MEETING MINUTES   

Kristi Niles introduced a motion to approve the Executive Meeting minutes of August 9, 2022. Seconded: Matt Beavers. Roll Call: Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, and Nathan Brock, yea. Motion carried 7-0. (See Book of Attachments.)

VISITOR COMMUNICATIONS

There were no visitor communications.    

STAFF COMMUNICATIONS 

Dr. Roundcount shared:

1) that students would be coming back to School Board Meetings beginning in October to lead the Pledge of Allegiance. 

2) that Board Members, retirees, employees, and local business representatives are invited to the School District’s Employee & Business Luncheon on October 7, 2022 at 11:00 in the Jr. High/High School Cafetorium. If any Board members would like to come serve lunch to attendees, they are welcome. 

3) that intruder drills will be taking place in the buildings in October. Board members are invited to attend and participate if they would like to learn how the drills work. 

4) an update on Mt. Zion Intermediate School’s roof replacement project. Discussion took place. 

5) the design plan, scope of work, and budget for remodeling the Jr. High/High School cafetorium. Dr. Roundcount introduced Tim Hickey, Project Manager from O’Shea Builders, who highlighted details of the project and answered questions from Board members. Discussion took place.

FIRST READING OF POLICY 4:175 - CONVICTED CHILD SEX OFFENDER; SCREENING; AND NOTIFICATION 

Nathan Brock presented a motion to approve the first reading of Policy 4:175 related to convicted child sex offender; screening; and notification. Seconded: Michelle Shumaker. Roll Call: Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, Nathan Brock, and Michelle Shumaker, yea. Motion carried 7-0. (See Book of Attachments.)

DISTRICT K-12 TEN DAY ENROLLMENT 

Dr. Roundcount provided a summary of the District’s tenth-day enrollment figures for the 2022- 2023 school year, totaling 2,342. Discussion took place.

FUND WARRANTS - JULY-SEPTEMBER 2022  

Matt Beavers introduced a motion to approve payment of the enclosed list of Quick Pay check numbers: 32013-32241, Fund Warrant check numbers: 32242-32247, and Athletic Imprest check numbers: 14326-14405 as presented. Seconded: Michelle Shumaker. Roll Call: Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, Nathan Brock, Michelle Shumaker, and Matt Beavers, yea. Motion carried 7-0. (See Book of Attachments.)

OPEN PUBLIC HEARING ON FY 2023  BUDGET 

Nathan Brock presented a motion to open the public hearing on the FY 2023 Final Budget at 7:07 p.m. Seconded: Michelle Shumaker. Roll Call: Kent Newton, Kristi Niles, Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, and Kyle Janvrin, yea. Motion carried 7-0. (See Book of Attachments.)

CLOSE PUBLIC HEARING ON FY 2023 BUDGET 

Kristi Niles introduced a motion to close the public hearing on the FY 2023 Final Budget at 7:08 p.m. Seconded: Nathan Brock. Roll Call: Kristi Niles, Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, and Kent Newton, yea. Motion carried 7-0. (See Book of Attachments.) 

ADOPTION OF FY2023 BUDGET 

Kristi Niles presented a motion to adopt the FY 2023 Mt. Zion CUSD #3 Budget as presented and summarized on the presented display. Seconded: Michelle Shumaker. Roll Call: Jeffrey Sams, Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, and Kristi Niles, yea. Motion carried 7-0. (See Book of Attachments. 

DISMISS TO EXECUTIVE SESSION 

Kristi Niles introduced a motion to go into closed session at 7:09 p.m. for the purpose of discussing the appointment, employment, reassignment, leave of absence, compensation, possible litigation, resignation, discipline, and performance or dismissal of specific employees of the public body, and security procedures. Seconded: Kyle Janvrin. Roll Call: Nathan Brock, Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, and Jeffrey Sams, yea. Motion carried 7-0. (See Book of Attachments.) 

RETURN TO OPEN SESSION 

Kristi Niles presented a motion to return from closed session at 8:15 p.m. Seconded: Matt Beavers. Roll Call: Michelle Shumaker, Matt Beavers, Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, and Nathan Brock, yea. Motion carried 7-0. (See Book of Attachments.)
