City of Decatur City Council met Oct. 17.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Dennis Cooper. Councilwoman Lisa Gregory was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Jim Taylor and Abeer Motan.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the October 3, 2022, Regular City Council meeting were presented. Councilman Kuhle moved the minutes be approved as written; seconded by Councilman Horn and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Wrighton gave an overview of the 2023 Tax Levy Ordinance. Council members held a discussion on the proposed tax levy options.

R2022-172 Resolution Authorizing Agreement with BlueCross BlueShield of Illinois for Administration of the City Group Health Benefit Plan for Calendar Year 2023, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-173 Resolution Authorizing Collective Bargaining Agreement for Pay and Benefits - AFSCME Council 31 and Local 268, General Service Employees, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution.

Mr. Cliff Bruce, AFSCME President, spoke in support of the contract.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-174 Resolution Accepting the Bid Price from Oak Brothers Tree Care & Removal, LLC for Tree Removal Various Locations, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution.

Mr. Matt Newell, Public Works Director, answered questions from Council members regarding the bids.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-175 Resolution Authorizing an Agreement with Archer Daniels Midland Company to Improve the City Portion of Christmas Tree Road, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution and answered questions from Council members regarding the funding source.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-176 Resolution Authorizing a Professional Engineering Services Agreement with AECOM Technical Services, Inc. to Provide Final Services for the Oakland and Grand Area Sewer Separation Project, City Project 2021-01, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution and answered questions from Council members regarding the agreement.

Council members discussed alternatives that were in the Grand and Oakland Sewer Separation Study.

Councilman Horn made a motion to table the item until further discussion has been held with the appropriate parties; seconded by Councilman Cooper.

Upon call of the roll, Council members David Horn, Bill Faber and Dennis Cooper voted aye. Council members Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.

Upon call of the original motion, Council members Chuck Kuhle, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Council members David Horn and Dennis Cooper voted nay. Mayor Moore Wolfe declared the motion carried.

R2022-177 Resolution Accepting Metro Communications Company, Inc. Invoice for Installation of a Fiber Conduit Raceway starting at Grand Avenue & Calhoun Street and Ending at the Southeast Corner of 22nd Street & Locust Avenue, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Mr. Jim Edwards, Director of IT, gave a brief overview of the Resolution.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-178 Resolution Authorizing Execution of Purchase Order Between City of Decatur, Illinois and CDWG for Wireless Routers and Antennas to be Purchased with Federal Grant Funding, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Mr. Jon Kindseth, Deputy City Manager, gave a brief overview of the Resolution.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-179 Resolution Approving an Agreement between the City of Decatur and Decatur Habitat for Humanity Regarding American Rescue Plan Funds, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Mr. Jon Kindseth, Deputy City Manager, gave a brief overview of the Resolution and answered questions from Council members concerning the condition of the properties.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-180 Resolution Authorizing an Agreement Between the City of Decatur, Illinois, and Lindy Lu LLC., for the Sale of Retired Fire Station #3 Located at 1308 and 1316 West Eldorado St., was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave a brief overview of the Resolution.

Council members held a discussion on the proposal to add residential apartments.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Councilman Bill Faber voted nay. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through F. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Horn requested to remove Item D. from the Consent Agenda Calendar. The Clerk read items A., B., C., E., and F.:

Item A. R2022-181 Resolution Approving Appointment - Decatur Metropolitan Exposition Auditorium & Office Building Authority (d.b.a. Civic Center Board Authority)

Councilman Kuhle moved Items A., B., C., E. and F. be approved by Omnibus Vote; seconded by Councilman Horn, and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2022-184 Resolution Authorizing a Representative to Sign Loan Documents for the Oakland and Grand Area Sewer Separation Project, City Project 2021-01, was presented. Councilman Kuhle moved the Resolution do pass, seconded by Councilman Horn.

Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Councilman David Horn voted nay. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council members spoke about the recent shooting that left two police officers injured and thanked the men and women of the Decatur Police Department for their service. Councilman Cooper reminded the public that October is Cancer Awareness month. Councilman Kuhle thanked the Police Department for traffic enforcement along North Water Street and thanked the Fire Department for the purchase of a fire apparatus.

With no other discussion, Mayor Moore Wolfe called for adjournment. Councilman Kuhle moved the City Council meeting be adjourned, seconded by Councilman Horn and upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 7:05 p.m.
