City of Decatur City Council met Nov. 14.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Study Session at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Ed Culp. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for a Study Session on the 2023 recommended budget, a continuation from the budget review on November 7, 2022.

City Manager Wrighton gave an overview of General Fund revenues and answered questions from Council members regarding revenue sources.

City Manager Wrighton moved to American Rescue Plan (ARP) allocations and answered questions from Council members regarding infrastructure projects, neighborhood revitalization and rehabilitation.

After a discussion was held by Council members regarding ARP funds, City Manager Wrighton moved to the Public Works budget.

Mr. Matt Newell, Public Works Director and staff were present to answer questions from Council members regarding the General Fund, Capital Project Fund, Internal Service Fund, Motor Fuel Tax Fund, Fleet Operations, Equipment Replacement, Water Operations, Storm Sewer Operations and Sanitary Sewer Operations.

After a discussion was held by Council members regarding the Public Works budget, City Manager Wrighton moved to the Public Education and Government (PEG) Fund, Enterprise Fund and the Transportation Services Department budget.

Mr. Jon Kindseth, Deputy City Manager and Ms. Lacie Elzy, Mass Transit Administrator answered questions regarding the newly created Transportation Services Department.

City Manager Wrighton reported that a hearing on the budget will take place at the first City Council meeting in December.

With the conclusion of the Study Session, Mayor Moore Wolfe called for Appearance of Citizens and the following citizen provided comments to the Council: Abeer Motan.

With no other Appearance of Citizens, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Study Session adjourned at 7:49 p.m.
