Village of Lovington Board of Trustees met Feb. 13.

Here are the minutes provided by the board:

Call to order: President Roger Walker called the meeting to order at 6:05 p.m.

Pledge of Allegiance: Walker led the pledge of Allegiance.

Roll Call found the following trustees to be present: Brittany Bates, Mike Young, April Daily, Dennis Garmon. President Roger Walker, Clerk Alma Fair were also present. Todd Hale and Mitchel Leinard was absent.

Guests: Waylon Perry with J&M Displays regarding the Fireworks. Last year was $10,000 they need to increase it to $11,500 with the show value at $13,990.35 for this year.

A Motion was made by Bates and seconded by Young to accept the J&M Displays proposal of $11,500.00 with the value of $13,889.35

1. Discussion and action on January 2023 invoices

A Motion was made by Garmon and seconded by Bates to accept the January 2023 invoices as presented.

2. Discussion and action on January 9, 2023, Regular Meeting minutes A Motion was made by Daily and seconded by Garmon to accept the January 9, 2023, Regular Meeting minutes as presented.

3. Discussion of the appropriation items

A Motion was made by Garmon and seconded by Young to approve the annual appropriation ordinance for fiscal year 2023-2024 to be on file for 30 days.

1. Discussion and action on January 2023 treasurer’s report

A Motion was made by Young and seconded by Bates to accept the January 2023 treasurer’s report.

1. Discussion and Action on Purchase of new mower

A Motion was made by Daily and seconded by Garmon to purchase a new Exmarks mower at the price of $20,879.60 and put our current mower up for a starting bid of $5000.

2. Discussion and Action on quote for the park from Atchison Electric A Motion was made by Bates and seconded by Garmon to accept Atchison Electric’s quote for the park update electric at the cost of $7,791.28.

3. Discussion and Action on An Ordinance Amending Chapter 11-Employee Personnel Code, Article V11-Miscellaneous Benefits, Section 11-7-7 Overtime Pay, Subsection (G) In Its Entirety of the Revised Code of Ordinances of The Village of Lovington, Moultrie County, Illinois

A Motion was made by Daily and seconded by Bates to approve Ordinance 23-01 amending Chapter 11 – Employee Personnel Code

New Business:

1. Discussion and Action on Selling the section 1100 E Rd to 1200 E Rd

A Motion was made by Garmon and seconded by Young to decide to sell section 1100 E Rd to 1200 E Rd parcel #02-02-25-000-403 which equal 8.23 acers.

A Motion was made by Young and seconded by Bates to go into Closed session at 6:56 pm to deliberate wages.

Park and Special Projects – Brittany Bates

February 27, 2023 the park board will be meeting regarding Easter. Regarding the sesquicentennial - Carol Smith working on parade, the T-Shirts have been ordered and she reported on other items being planned.

Police – Dennis Garmon

Reported the police activities this last month.

Streets and Alleys – Mike Young

Nothing to report

Buildings and Grounds – April Daily

Table an item to put on a fire hydrate to flush automatically.

Garmon asked what would be done about the stumps that need to be removed around town. Walker reported it was hard to find someone to do it.

Insurance – Clerk Fair

Nothing to report.

Presidents Report – Roger Walker

We received the $30,000 Grant from the State for lead Service Line Inventory
