City of Decatur City Council met March 6.

Here are the minutes provided by the council:

On Monday, March 6, 2023, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe. Councilman Chuck Kuhle was absent. Mayor Moore Wolfe declared a quorum present.

Mayor Moore Wolfe introduced Ms. Beth Wallace who read a Proclamation declaring “Turn the City Blue” from March 10th, 2023 through March 16th, 2023 for Animal Abuse Awareness.

Deputy City Manager Jon Kindseth attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Abeer Motan.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the February 21, 2023 City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilwoman Ray and on call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

This being the time set aside for unfinished business and there being none, Mayor Moore Wolfe called for New Business.

R2023-40 Resolution Authorizing an Agreement between the Staley Family Foundation and the City of Decatur, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilwoman Ray.

Deputy City Manager Kindseth gave an overview of the Resolution.

Council members thanked the Staley Foundation for their partnership with the City of Decatur.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-41 Resolution Authorizing the Execution of an Agreement with Shafer Excavating for the Demolition of Vacant Building at 1140 W. Sunset (Former Woodrow Wilson School), was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilwoman Ray.

Deputy City Manager Kindseth gave an overview of the Resolution.

Council members expressed support for the demolition of Woodrow Wilson School.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2023-12 Ordinance Amending City Code Chapter 52- Alcoholic Liquor, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilwoman Ray.

Deputy City Manager Kindseth gave an overview of the Ordinance.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, Ed Culp and Mayor Moore Wolfe voted aye. Councilman Horn abstained from the vote. Mayor Moore Wolfe declared the motion carried.

R2023-42 Resolution Authorizing a Grant Agreement between the City of Decatur and the State of Illinois Department of Commerce & Economic Opportunity (Grant #23-203058), was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilwoman Ray.

Deputy City Manager Kindseth gave an overview of the Resolution.

Ms. Kara Demirjian Huss, Vice President of T/CCI Manufacturing spoke about the grants that will help with the conversion of their compressor plant.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-43 Resolution Authorizing a Grant Agreement between the City of Decatur and the State of Illinois Department of Commerce and Economic Opportunity (Grant #23-203059), was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilwoman Ray.

Deputy City Manager Kindseth gave an overview of the Resolution.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-44 Resolution Accepting the Bid and Authorizing the Execution of a Contract with E.L. Pruitt Co. for the Replacement of HVAC and Controls System for Transit Services, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilwoman Ray.

Deputy City Manager Kindseth gave an overview of the Resolution.

Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through C. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member requested to remove an item from the Consent Agenda Calendar. The Clerk read items A. through C.:

Item A. R2023-45 Resolution Approving and Determining the Need for Confidentiality of Minutes of Closed Meetings

Item B. R2023- 46 Resolution Approving Appointments - Human Relations Commission Item C. 2022-13 Ordinance Authorizing Alcoholic Liquor in Central Park – Decatur Area Arts Council

Councilwoman Gregory moved Items A. through C. be approved by Omnibus Vote; seconded by Councilwoman Ray, and on call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Mayor Moore Wolfe announced that Mr. Jim Taylor was named Citizen of the Year and recognized him for his involvement in the community.

Mayor Moore Wolfe and Council members thanked Public Safety employees and Ameren for their efforts during the March 3rd, 2023 winter storm.

With no Other Business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilwoman Ray and upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Dana Ray, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 6:00 p.m.
