City of Clinton City Council met March 7.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, March 7, 2023 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of February 21, 2023 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported there was an article in the paper and asked Gordon Woods from the Journal if he knew where the CO2 Wells were going to be located and Mr. Woods stated in the northwest part of the County, but it is just in the preliminary stages. Supposed to cover 30,000 acres but there will only be 3 – 6 wells and the Mayor is worried about the Mahomet Aquifer and Commissioner Ballenger stated he was the Chairman of that Board and the Mayor asked to keep the Council informed.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department would be picking up brush from the storm on Friday and they are waving the size of the brush pile because of the storm, but the regular brush pick-up will start back on March 20th so get your brush out so they can pick it up.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported he had personal experience today for a funeral and wanted to thank the Police Dept. for leading them to the Cemetery and blocking traffic and they show respect, and he appreciated it and wanted the Chief to pass this along to his department. He stated all the departments are working together and getting everything done.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported he met with the company who will be mowing the Parks and he wanted to get started cleaning brush up so he will be ready to start mowing. He also stated at the last meeting he bragged on personnel on the gas leak and this week we had a bad accident, and everyone came together again, and he thanked them. He stated the brakes went out on one of the firetrucks, so we had an emergency expenditure for that.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported we are getting down to the end of the Fiscal Year and the Budget will be placed On File at the April 4th meeting and voted on at the April 18th meeting. City Treasurer, Clint Lichtenwalter is about finished with the first draft of the Budget for the Commissioners to look at. He also stated he had a medical emergency and would like to thank all the personnel who helped him, got him to the hospital, and had excellent care.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to approve the two-year Contract between the City of Clinton and Encore Developmental Services for the Ground Maintenance Work, which includes Mr. Lincoln’s Square and a 6-block radius around the Square, City Hall, Downey Park, and the Roque Court Peace Park in the amount of $109,735.00 ($53,012.00 – 2023 & $56,723.00 – 2024) and authorize the Mayor and City Clerk to sign the Contract. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.” Commissioner Wise abstained.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve a 3-Year Proposal for Audit Services with Lauterbach & Amen, LLP – (Audit & TIF 2023 - $35,290.00, 2024 - $36,380.00, 2025 - $37,470.00 and Single Audit 2023 - $5,000.00, 2024 - $5,200.00, 2025 - $5,400.00). On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to Reject the Garbage Bids. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Wise and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”
