10. Appointments by Chair:

a. First Reading: Motion to Appoint Mark Risley as trustee to the Bethany Fire Protection District of Moultrie, Shelby, and Macon Counties for the remainder of the term of resigning trustee Michael Barringer. Term to begin upon approval of the appointment by the Moultrie County Board and end on April 30, 2024.

A. COMMITTEE REPORTS – STANDING COMMITTEES

1. Budget and Finance, Chair: John Vander Burgh

Meeting: August 7, 2023

a. Motion to approve the Treasurer’s report for July 2023.

b. The Road and Bridge Committee met August 3, 2023, a quorum was not present, therefore, the committee could not approve claims. Motion to approve all Road and Bridge Claims as presented.

c. Motion to approve all claims as presented.

d. Motion to approve a credit card for the Moultrie County Dive Team with First Community Bank of Moultrie County with a credit limit of $500.00.

e. Motion to approve the purchase of CIC Budgetary/Fund Account Capital Assets Module.

f. Motion to update the Moultrie County Animal Control Fee Schedule.

g. Motion to increase line item 001-007-50716 Salary State’s Attorney Investigator from $20,800.00 to $25,000.00 for the investigator position to become full-time September 1, 2023.

h. Motion to accept Resolution #0723904 for the conveyance of deed for parcel 04-04-22-432-003 from Moultrie County to Village of Bethany in the total sum of $807.00.

a. Motion to approve the Resolution for Improvement on 20-00031-00-SD.

a. Motion to approve Moultrie County Sheriff contract for Deputy and Sergeant beginning December 1, 2023, through November 30, 2026.

a. Motion to implement the “Healthy is Wellness” program for all county employees and elected officials.

3. Elections Committee: Chair: Linda Qualls

a. Motion to increase Election Judge base pay to $165.00, with State reimbursement of $65.00, judges pay to be a total of $225.00 per election day worked.

b. Motion to pay Election Judges $15.00 per hour up to two hours for attending required election judge training.

c. Motion to increase Election Judge pay to $10.00 per judge for picking up ballots and materials the day before elections.

d. Motion to increase Election Judge pay to $10.00 per judge for returning ballots and materials to the courthouse on election night after precincts close.

C. AD HOC COMMITTEES

12.Other New Business

A. Motion to approve the County Board Chair to execute the PTAX-451 forms for the County Sheriff and the Public Defender’s change in salaries due to the State’s Attorney’s COLA increase of 4.60%.

15.Public Comments: Public comments are welcomed and encouraged but individual comments will be restricted to 5 minutes, with total public comments limited to 30 minutes. The Chairperson will have the authority to increase that time if the situation is warranted. Repetitive comments may also be restricted.
