Village of Lovington Board of Trustees met July 10.

Here are the minutes provided by the board:

Call to order: President Roger Walker called the meeting to order at 6:00 p.m.

Pledge of Allegiance: Walker led the pledge of Allegiance.

Roll Call found the following trustees to be present: Brittany Bates, Mike Young, April Daily, Keith Stanberry, Todd Hale and Dennis Garmon. Also present was President Roger Walker and taking minutes for Clerk Alma Fair was Donyell Morgan.

Guests:

1. Discussion and action on the June 2023 invoices

A Motion was made by Garmon and seconded by Young to accept the June 2023 invoices as presented.

YEA: Young, Bates, Daily, Stanberry, Hale, Garmon

No: None

MOTION CARRIED

2. Discussion and action on June 12, 2023, Regular Meeting minutes

A Motion was made by Young seconded by Bates to approve the June 12, 2023, Regular Meeting minutes as presented.

YEA: Bates, Daily, Stanberry, Hale, Garmon, Young

No: None

MOTION CARRIED

3. Discussion and Action on June 12, 2023, Closed Session Meeting Minutes A Motion was made by Garmon seconded by Hale to approve the June 12, 2023, Closed Session Meeting minutes as presented.

No: None

Treasurer’s Report

1. Discussion and action June 2023 treasurer’s report

A Motion was made by Bates and seconded by Garmon to accept June 2023 treasurer’s report.

Old Business: None

New Business: Frank from Illinois codification would like to start making changes to Lovington Village Ordinances. Roger thinks it’s a good idea to start this as well as Dennis Garmon.

A Motion was made by Garmon and seconded by Bates to accept the Resolution 2023-04 - Illinois Codification contract as presented.

Department Reports

Water & Sewer Report – Todd Hale

Garmon reported that Jeremy reported to him that the GIS part that Rural water was to do has completed their part of the work that needed to be done. Hale reported on items that Jeremy informed him of.

Park and Special Projects – Brittany Bates

Park Rec started this week. Possible movie night in August. Also discussed purchasing a place to have an ice ring for wintertime. Also met with the insurance company to go over the walking trail. What has been done so far is okay with our insurance company. But before opening it the signs need to be in place also. Discussion of a grant for upkeep of the walking trail. Discussion of a cotton wood tree in the north part of town may need to be taken down.

Police – Dennis Garmon

Part-time police officer Jay Clark pasted his firearms refresher course written test. Chief Swisher and Clark attended a handgun qualifications class.

Streets and Alleys – Mike Young

Did a good job cleaning up the downed limbs around town. Gillis reported on repairs that need to be done to one of the trucks.

A Motion was made by Young and seconded by Garmon to make the bullet proof repair to the truck.

Discussion on selling or keeping our mower since we did receive our new one now. Young would like to see what it is worth.

Buildings and Grounds – April Daily

The tree taken down on High Street because of the storm to precedence on the tree was to be taken down that day, that tree will be taken down next week. Regarding the street behind the Shooters and we need to have an easement for that road area to highway 32.

Insurance – Keith Stanberry

Looked into a new way of keeping time instead of a time clock.

He also requested closed session for next meeting regarding personal.

Presidents Report – Roger Walker

Arbor Day foundation if we donate, they will send us some free trees. After some discussion we can’t make donations, but we can purchase trees instead.
