Barclay Public Library District Board of Trustees met July 17.

Here are the minutes provided by the board:

President Jean Munson called the meeting to order at

ROLL CALL: Kay Mason, Pam McMiIllen, Laura Philips, Gary Horvath, Michelle Sawicki (Director)

Karen Edgecombe was a guest.

There were no remarks from the public.

BILLS: Motion by Pam, second by Laura to approve payment of the June bills. All aye

TREASURER’S REPORT: The June Treasurer’s Report was reviewed.

SECRETARY’S MINUTES: Motion by Pam, second by Gary to approve the minutes of the June 20, 2023 meeting. All aye

LIBRARIAN’S REPORT

•  Secret Lawn Maintenance trimmed bushes and removed the flowering tree by the shed.

•  Closs Electric repaired two ballasts.

•  Anew Bath Concepts will send ideas and quotes to update the small bathroom. 

•  Johnson Controls had to fix our alarm again because it stopped working after the power went out.

•  Michelle ordered a special garbage pickup for miscellaneous items.

•  The library received a $1,000 grant from the Macon County Community Foundation.

•  Lawyer Ed Flynn presented the library district merger process at the July 13, 2023 Harristown Library District board meeting.

•  A new law will go into effect January 1, 2024 that protects the freedom of library of libraries to acquire materials without external limitation.

•  Michelle is working to update our policies to incorporate the new Paid Time Off policy for all part-time employees law starting January 1, 2024.

•  Library trustees are required to take yearly sexual harassment training.

•  Bobbly Anzalone will teach a Cricut class in August.

•  New patrons will now choose their own PIN number for library cards.

•  Gary and Karen will be scheduled for trustee orientation.

EXECUTIVE SESSION: none

BUSINESS

•  Karen Edgecombe shared why she is interested in becoming a board member. 

•  Motion by Laura, second by Pam to appoint Karen Edgecombe as a board member. All aye

•  The board reviewed the June financial report.

•  Motion by Kay, second by Laura to approve the Resolution of Lodge, Association or Other Similar Organization from Buena Vista Bank. All aye

•  Motion by Kay, second by Laura to approve the updated offer for the property at 158 and 168 E. Main St. in Warrensburg. Roll call vote: 6-0 in favor

•  Motion by Kay, second by Gary to authorize Jean Munson to approve an offer up to $20,000 above our current offer. Roll call vote: 6-0 in favor

•  Motion by Gary, second by Pam to approve the Working Budget FY23-24. All aye

•  Motion by Laura, second by Gary to approve the Tentative Budget and Appropriation Ordinance FY 2023-24. Roll call vote: All aye

•  The board reviewed the notice of the Public Hearing on Annual Budget and

Appropriations Ordinance on August 21, 2024.

Person of the Month: Lloyd Creekmur was chosen for helping with the library’s roses. The meeting was adjourned at 8:40 p.m.
