City of Clinton City Council met July 18.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, July 18, 2023 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.

PUBLIC PARTICIPATION

Seth Redington addressed the Council and stated he came to the last meeting and asked about conflict of interest. He went on the website to listen to the minutes, but they weren’t available. The Clinton paper did an excellent job of recording it and writing the article. He asked about the wages (non-union) for the Fire Chief and Assistant Fire Chief. I have the paper and it shows twelve positions that are non-union, and those two positions are listed on there. It did get voted down. My question is, is this Resolution inaccurate or what I was told inaccurate? Can the Commissioner of that department vote on the Resolution? I read the article in the paper. Would that be a conflict of interest? Commissioner Edmunds asked why would it be? He stated it was not a conflict. City Attorney, John Hoblit stated it was voted down. Mr. Redington thanked the City for picking up the brush but they left a saw and his wife let the department know. I was notified that I was not to be on the property, and it came from Commissioner Buchanan, and he stated it did not and Mr. Redington stated you might want to address that with your employees.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of July 5, 2023 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes.” Commissioner Edmunds voted “Present.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Edmunds to reappoint Doug Tilley to the Zoning Board of Appeals – said term to expire July 31, 2028. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported there are two more weeks to pick up a voucher for the City-wide Clean-up. He thanked all the departments for helping pick up brush, so next month it will be back to the normal size that is allowed. The departments got the Cemetery cleaned up from the storm.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported all the departments worked on picking up brush from the storm and thanked them. Mr. Calvert thanked them also. We had the discussion on Air B n B’s, so we need to decide if we are going to allow them or not and if we are it needs to go to the Planning Commission. I have been looking at the Code Book and there are a lot of things that need updated like the service lines and piping we can start using. The utility fees haven’t been updated since 2002 and they are too low to be able to fix roads after they have been cut. There is another group wanting to come in and run more fiber optic and we don’t have the manpower to get all the locates done and these companies will have to be patient.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported these companies doing the fiber optic are not filling back in with concrete they are using rock. The firetruck went to auction, but we pulled it out and we were able to sell it to Kansas, IL Fire Dept. He also stated there has been a lot of vandalism at the Parks so if you see anything please call the Police Dept.

Police Chief Ben Lowers reported a new police officer has been hired, Gracie Edwards. The Supreme Court eliminated the cash bail, and it will have a significant impact.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds reported the Sales Tax was up $17,000 from this time last year.

NEW BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Edmunds to approve the Bid and award the Contract for Madison St. & Washington St. Projects to Knapp Concrete Contractors, Inc. in the amount of $662,098.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

On File – Plumbers & Pipefitters Contract

On File – Ordinance to go out for Bid for 523 N. Maple St.

Commissioner Buchanan placed On File – Bid for the 2023 MFT Summer Maintenance – Illiana Construction Co. - $96,675.00 and the Supplemental Resolution for $6,000.00.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Wise and seconded by Commissioner Ballenger to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”
