Moultrie County Board met Sept. 14.

Here is the agenda provided by the board:

Letter from Buell Consulting Inc. for the proposed placement of the 120’ monopole telecommunications tower by CTI Towers Assets II, LLC.

8. Guest Speakers: Representatives of Moultrie County Sheriff’s Office, Sullivan FPD, Lovington FPD, and Bethany FPD to discuss the ARPA funds they received.

10. Appointments by Chair:

a. Motion to appoint Mark Risley as trustee to the Bethany Fire Protection District of Moultrie, Shelby, and Macon Counties for the remainder of the term of resigning trustee Michael Barringer. Said term to begin upon approval of the appointment by the Moultrie County Board and end on April 30, 2024.

b. Motion to appoint Gary Chupp as Drainage Commissioner for District No. 1, Town of Lowe. Said term to begin upon the filing of his Oath of Drainage Commissioner and Commissioner’s Bond in the Office of the Circuit Clerk, Moultrie County, and end on the first Tuesday of September 2026 and until his successor is appointed and qualified.

c. Motion to appoint Eldon V. Schrock as Drainage Commissioner for Mast Drainage District No. 1 of Lowe and Jonathan Creek. Said term to begin upon the filing of his Oath of Drainage Commissioner and Commissioner’s Bond in the Office of the Circuit Clerk, Moultrie County, and end on the first Tuesday of September 2026 and until his successor is appointed and qualified.

d. Motion to appoint Kevin P. Conlin as Drainage Commissioner for Moultrie, Coles, and Douglas Drainage District. Said term to begin upon the filing of his Oath of Drainage Commissioner and Commissioner’s Bond in the Office of the Circuit Clerk, Moultrie County, and end on the first Tuesday of September 2026, and until his successor is appointed and qualified.

e. Motion to appoint Austin L. Gingerich as Drainage Commissioner for Cadwell Drainage District. Said term to begin upon the filing of his Oath of Drainage Commissioner and Commissioner’s Bond in the Office of the Circuit Clerk, Moultrie County, and end on the first Tuesday of September 2026, and until his successor is appointed and qualified.

12.Other New Business

A. Motion to approve Amendment No. 1 to the Cash-Rent Farm Lease updating Section 2, Lessor’s Duties and Obligations by striking paragraph B. Pay all taxes and assessments due against the land in a timely manner.

B. Motion to approve Amendment No. 2 to the Cash-Rent Farm Lease updating Section 1, Paragraph B, Due Dates for Rent Payments to correct the payment amounts due for each payment.

C. Discussion/action for the County Farm to participate with neighboring farm on the tile main as they are doing a full tile project.

D. Motion to adopt the 2024 Courthouse Holiday Calendar as approved by Judge Richey and Chief Judge Rosenbaum.

E. Discussion/action on the cost to close the courthouse on a Friday or pay extra for a Saturday due to power outage required for the purpose of installing the courthouse generator and transferring power the through transfer switch.

F. Discussion/information about Library Decennial Reports being filed in the County Clerk’s office.

15.Public Comments: Public comments are welcomed and encouraged but individual comments will be restricted to 5 minutes, with total public comments limited to 30 minutes. The Chairperson will have the authority to increase that time if the situation is warranted. Repetitive comments may also be restricted.
