Village of Lovington Board of Trustees met Aug. 28.

Here are the minutes provided by the board:

Call to order: President Roger Walker called the meeting to order at 6:00 p.m.

Pledge of Allegiance: Walker led the pledge of Allegiance.

Roll Call found the following trustees to be present: Mike Young, April Daily, Keith Stanberry, Todd Hale and Dennis Garmon. Absent was Brittany Bates. Also present was President Roger Walker and Clerk Alma Fair.

Old Business: Accepting the written resignation of Mayor.

A Motion was made by Daily seconded by Young to accept Mayor Roger Walker’s written resignation as presented to Clerk Fair.

YEA: Stanberry, Daily, Garmon, Young, Hale

Absent: Bates

No: None

MOTION CARRIED

Clerk Fair presented Roger Walker with a plaque thanking him for his years of service as trustee and mayor. Clerk Fair also presented a cake which was shared with all in attendance.

New Business:

Appointment of Acting Mayor

This was actually done at our regular August meeting.

Oath of office administered to newly appointed Acting Mayor

Clerk Fair led the oath of office for Acting Mayor Dennis Garmon.

Guests: Tracy Garmon and Dave Schaab from WM – garbage disposal who was in the neighborhood and decided to stop by. He well be at the September meeting. Neither wished to speak.

Acting Mayor Garmon took over the meeting.

Appointing Deputy Clerk

As stated in our ordinance, 1-2-70 DEPUTY CLERK

The Village Clerk, when authorized by the Village Board, may appoint the Deputy Clerk who shall have the power and duty to execute all documents required by any law to be executed by the Clerk and affix the seal of the Village thereto whenever required. In signing any documents, the Deputy Clerk shall sign the name of the Village Clerk followed with the word, “By” and the Deputy Clerk's name and the words, “Deputy Clerk”.

The powers and duties herein described shall be executed by such Deputy Clerk only in the absence of the Village Clerk from the Village Clerk's office in the Village Hall, and only when either written direction has been given by the Village Clerk to such Deputy Clerk to exercise such power or the Village Board has determined by resolution that the Village Clerk is temporarily or permanently incapacitated to perform such functions. (See 65 ILCS Sec. 5/3.1-30-10 and 5/3.1-10-45 and 5/3.1-35-95)

Clerk Fair recommended appointing Donyell Morgan as the Village of Lovington Deputy Clerk as stated in the ordinance # 1-2-70. Clerk Fair will be having a knee replacement at some point so she has been showing Donyell how to do checks and payroll.

A Motion was made by Young seconded by Stanberry to accept Clerk Fair’s recommendation of appointing Donyell Morgan as the Village of Lovington Deputy Clerk as stated in the ordinance.

Absent: Bates

MOTION CARRIED

Update on new Ordinance Book

Clerk Fair when over the first part of the new ordinance book that she has compared with the current ordinance book.

It was decided that the board needs to meet at least with one extra meeting a month for the next couple of months to go over the book.

Department Reports

Water & Sewer Report – Todd Hale

Nothing to report

Park and Special Projects – Brittany Bates absent

Police – Dennis Garmon

Will be replacing his position as trustee with someone in the near future.

Streets and Alleys – Mike Young

Nothing to report

Buildings and Grounds – April Daily

Regarding a new attorney - Kenny Crossman is the attorney for Arthur and Atwood and he does attend their meetings.

She spoke with Chris Gillis about the request from the Amish who attended the August meeting. They will look for a place for the hitching rake sometime this week.

Insurance – Keith Stanberry

Received the GPS units and he will be installing them next week.

Presidents Report – Acting Mayor Dennis Garmon

Garmon stated that he is humbled to be sitting in the mayor’s seat.

A Motion was made by Daily and seconded Young to adjourn at 7:39 pm.
