Village of Lovington Board of Trustees met Sept. 11.

Here are the minutes provided by the board:

Call to order: President Dennis Garmon called the meeting to order at 6:00 p.m.

Pledge of Allegiance: Garmon led the pledge of Allegiance.

Roll Call found the following trustees to be present: Mike Young, Brittany Bates, April Daily, Keith Stanberry and Todd Hale. Also present was President Dennis Garmon and Clerk Alma Fair.

Guests: Dave Schaab with Waste Management, Roger Nuxoll and Andy Hanfland with Farnsworth Group.

Dave Schaab - Would like to see if there are any questions – Clerk Fair noted that we had under Old Business to decide on garbage service.

Roger Nuxoll and Andy Hofland – from Farnsworth Group – explaining about the lead surveys that will be going out tomorrow from the Village. Nuxoll suggested that Donyell Morgan should start entering the returned surveys at the

IEPA website as they are returned to the Village.

Nuxoll also talked about the water budget and capital improvement plan. Nuxoll will get with Fair and Morgan to update the water & capital plan with the budget. They are going to see what can be done with the sewer plant.

Minutes and action of Village Clerk

A Motion was made by Daily and seconded by Bates to accept the August 2023 invoices as presented.

A Motion was made by Young seconded by Hale to approve the August 14, 2023, Regular Meeting minutes as presented.

Treasurer’s Report

1. Discussion and action August 2023 treasurer’s report

A Motion was made by Young seconded by Bates to accept August 2023 treasurer’s report.

Clerk Fair explained some of the changes in the CD numbers and also that the American Rescue Plan money that is left has been noted next to the total balance of the General fund.

Old Business: The garbage service - Clerk Fair has contacted the attorney regarding an ordinance for the service.

He is to get back with him but hasn’t yet.

A Motion was made by Daily seconded by Young to go with the contract for residential garbage service from Waste Management per the term of the contract as outlined. Also, pending the approval of the garbage service ordinance.

Dave Schaab will proceed to get things going on his side and will be getting back to us.

Regarding the date to review the newly revised code of ordinances a special meeting has been set for September 18 at 6:00-8:00 pm

Department Reports

Water & Sewer Report – Todd Hale

1. Report and action if needed

Reported on items listed on Doggett’s report list.

Doggett would like to purchase a sampling station – need more information on this.

Looking into purchasing camera to see the roots in lines – Jeremy has one quote and looking for another one.

A trailer to keep tools & toolbox for truck still looking.

The flushing box has been moved around town on fire hydrants. Stanberry has a picture of it and will have Donyell put it with a note on the Lovington Community page explaining what it is. Well #10 is up and running and passed on the first samples. Water service lines will be identified this month. Letters will be going out this week.

Park and Special Projects – Brittany Bates

The gazebo for the park will cost around $5,000 and was approved to be paid with the Timm Trust money - also the 12 picnic tables where approved.

Need money for Halloween, - having a meeting on Wednesday. Trick or Treat will probably be on October 30.

A Motion was made by Daily seconded by Hale to approve the request for $600 from the Park Board for Halloween activities, with receipts to be turned in with any money left over.

Bates also reported that the school has a lot of property and complained about the mowing. She wondered if we could purchase some of their property to build a community building.

Police – Dennis Garmon

Garmon reported on police report.

Streets and Alleys – Mike Young

The mower didn’t get any bids. Stanberry suggested checking with other towns to see if they wanted it. Daily stated there is a website for municipalities and the board suggested that Chris Gillis put it on that site.

Sidewalks are complete, had to repair a section at the Methodist Church due to vandalism. Parents of children are to split the bill. Sidewalks were discussed that some still need to be done.

He has been trimming some low hanging trees.

Addition and County Streets manhole is sinking, and it has been turned over to the drainage district for repair.

Garmon read a text from David Bowers regarding a manhole located on County and W South Street that needs to be repaired also.

Buildings and Grounds – April Daily

1. Report and action if needed

The tree in front of Irene Fleming’s house needs to be taken down.

There is a sewer grade on the corner of State & Logan, Chris Gillis will take care of that.

Regarding the Amish hitch rack downtown – She did talk to Tiffany at Casey’s regarding the hitching post they have that needs to be repaired. She will look into it. There could be a hitching post installed between the water tower and the garage N of the Village Hall. Clerk Fair suggested she talk to Shawnee Communications regarding the parking lot South of their buildings on Buck Street as a site for a hitching post.

Blessing box will be moved to the south on the same road but in the shade by the shed. A concrete pad has been poured.

Insurance – Keith Stanberry

GPS Units have installed two of the vehicles and 2 more need to be installed.

Presidents Report – Dennis Garmon

1. Report and action if needed

Need to effectively use Facebook to communicate with the community.

Hometown Love will be unveiling something this Saturday at 10 am downtown.

Still thinking of someone to take the police trustees place.
