City of Clinton City Council met Oct. 3.

October 3, 2023

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, October 3, 2023 at 7:00 p.m. Vice President of the Council Thomas Edmunds, presiding. On roll call, Commissioners Ballenger, Buchanan, and Wise were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of September 19, 2023 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Vice President of the Council Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Vice President of the Council Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Vice President of the Council Edmunds had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported starting this Friday (10/6) and Saturday (10/7) and every weekend in October the Haunted House will be open and the street on E. Washington St. from East St. to Elizabeth St. will be closed. He stated that the Madison St. Project is going well and is asking citizens to avoid that road while they are working.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported that on the approval of the bills in the Water department it was over $61,000 and that is due to repairs at the Water Plant. He stated that we have talked about Air B n-B’s and he attended a class in Chicago at IML and there was a gentleman there from Aurora that has done an Ordinance and they put restrictions in it like noise and not being rented just for a party. He spoke with Dana Korneman, Chairman of the Planning Commission and they will set up a meeting for citizens to come and give input. We have put this off long enough. He stated he attended another class regarding properties that were abandoned and how to deal with it. They were good classes.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

Fire Chief Stephen Page reported that the department is going to the schools and teaching about fire safety. They see about 1,200 children all together at Douglas, Lincoln and CES. The Fire Truck Parade will be Wednesday, October 11th starting around 6:30 p.m. from the High School and ending on the Square.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Purchase of two (2) Computers for City Hall from JANO Technologies – not to exceed $3,500.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Vice President of the Council Edmunds voted “Yes.”

NEW BUSINESS

On File – Purchase of seven (7) Motorola Mobile Radios and fourteen (14) Portable Radio Upgrades/Police Dept. – Motorola/Clear Talk Communications – amount not to exceed $43,261.77

On File – Purchase of a new Postage Machine/City Hall – Midwest Mailing & Shipping Systems, Inc. - $3,821.00

On File - Supplemental Resolution for 2023 MFT Summer Maintenance - $9,000.00 Vice President of the Council Edmunds stated there will be no Closed Session tonight.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Vice President of the Council Edmunds voted “Yes.”
