Village of Warrensburg Village Board met Dec. 18.
Here are the minutes provided by the board:
CALL TO ORDER: Acting Village President Hackl called the meeting to order at the Warrensburg Village Hall on Monday, December 18, 2023 at 5:30 p.m., reminding everyone the meeting was being recorded.
THE PLEDGE OF ALLEGIANCE was recited.
ROLL CALL: Present: Acting Village President Hackl, Trustees Fisher, Freeman, K. Hood, & Netherton. Also present were Chief Wheeler, DPW Allen, Atty Jankowicz & VAC Hundley. Trustees P. Hood was absent.
MAYOR’S COMMENTS: Joyce Myers has accepted the position of Village Administrative Clerk. AVP Hackl was thinking over the weekend on how the situation with full time/part time needs to be done. Joyce will be in this Friday to sign whatever paperwork needs to be completed and then she will be at the next meeting on January 2 to take the Oath of Office and then begin work on January 3, 2024. He mentioned she really can’t do anything until all the paperwork is done.
He asked Chief Wheeler if he wanted to touch on the Lighting contest and Chief said he would do that later.
AVP Hackl had received paperwork from DaBurg in regards to TIF funding. Since they aren’t the owners of the building, he has asked Atty Jankowicz to check into it.
PUBLIC COMMENTS:
NEW BUSINESS: A letter of interest was read from Aryn Callarman in regards to the Village Trustee position. AVP Hackl mentioned a couple other people had reached out to him but he didn’t have a letter from them. He hopes to have something by the next meeting.
ENGINEER: Nothing
REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee K. Hood, seconded by Trustee Freeman to approve the minutes of the December 4, 2023 regular meeting. Motion carried.
VILLAGE ADMINISTRATIVE CLERK: Trustee Freeman moved and Trustee Netherton seconded to approve the Balance Sheet, pay the bills and make the appropriate transfers for December 18, 2023. She asked the trustees to look at the AP report first and mentioned the bill for Sam’s Club. Evidently, they hadn’t received our November payment. It would’ve been mailed around November 21st or 22nd and was due November 28. Because they didn’t receive payment by the due date, there is a $39.99 late fee and $10.22 interest fee. VAC Hundley contacted them today and they are still showing they haven’t received our payment. A stop payment was put on that check as it has not cleared the bank and the amounts from November are included in the December payment. Chief Wheeler is going to check and see if the payment can be made in person in order to avoid the same issue this month. VAC Hundley stressed this is why it’s important to sign the checks in a timely manner.
We will also need to make a transfer from the IL Funds General account to cover expenses in our General and Police Protection accounts.
Roll call vote: Yes – Trustees K. Hood, Freeman, Netherton, Fisher & Hackl. No – none. Motion carried.
FINANCE: Trustee P. Hood was absent.
BUILDING: Trustee Netherton had nothing.
POLICE: Trustee Fisher didn’t have anything.
Chief Wheeler brought everyone up to speed on the lighting contest. There are 11 entries. He asked if any board members would like to help with the judging. He told what the refreshments would be and what had been donated.
SEWER: Trustee Hackl didn’t have anything.
STREETS: Trustee K. Hood had wanted to talk about the speed limits in town but since there still wasn’t a full board, asked it be included on the next agenda.
WATER: Trustee Freeman didn’t have anything.
PUBLIC WORKS: DPW Allen is waiting on a couple more estimates.
VILLAGE ATTORNEY: Atty Jankowicz wished everyone a Merry Christmas.
OTHER AND/OR OLD BUSINESS: AVP Hackl asked whether the board needed to actually vote whether or not to add Danny Hadley back into the payroll system. Atty Jankowicz stated he felt there was a question as to what amount of time or the regularity of his hours would be and that’s why it was delayed from the last meeting until tonight. AVP Hackl stated he had talked to Danny and it didn’t matter to him and there wouldn’t be an issue with any pension he is receiving.
VAC Hundley stated the question was whether he was to be considered contractual or on payroll. Atty Jankowicz stated that if he was going to work on a regular basis, he should not be considered contractual. A motion was made by Trustee Netherton, seconded by Trustee Fisher to add Danny Hadley as a part-time employee at an hourly rate of $25.00. Roll call vote: Yes – Trustees K. Hood, Fisher, Hackl, Freeman & Netherton. No – none. Motion carried.
AVP Hackl wished everyone a Merry Christmas.
VAC Hundley mentioned the 2024 meeting schedule needs to be approved with the exception of changing the date of one meeting from November 5 to November 4, 2024. A motion was made by Trustee Freeman, seconded by Trustee Netherton to approve the 2024 meeting calendar with the change in the November meeting. Roll call vote: Yes – Trustees Netherton, Freeman, K. Hood, Fisher & Hackl. No – none. Motion carried.
VAC Hundley reported on the Christmas Tree Lighting ceremony, which was held on Saturday, December 9, 2023. She thanked Denise Cass & Tori Tatum for their idea in 2022 and willingness to take on this community event.
Trustee K. Hood moved and Trustee Freeman seconded to adjourn. Motion carried.
The meeting adjourned at 5:48 p.m.
The next regular meeting will be on Tuesday, January 2, 2024..
