Village of Warrensburg Village Board met Jan. 16.

Here are the minutes provided by the board:

CALL TO ORDER: Acting Village President Hackl called the meeting to order at the Warrensburg Village Hall on Tuesday, January 16, 2024 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Acting Village President Hackl, Trustees K. Hood, P. Hood, & Netherton. Also present were Chief Wheeler, Atty Jankowicz & VAC’s Hundley and Booth. Absent: Trustee D. Fisher and S. Freeman arrived at 5:40 pm after roll call.

MAYOR’S COMMENTS: Acting Village President, L. Hackl was sworn in by VAC Hundley.

AVP Hackl then administered the Oath of Office to VAC Christine Booth.

PUBLIC COMMENTS: Ryan Cochran spoke about his wish to lease the property at 320 S. Route 121, owned by Mike Timmons, for a Used Car Lot. It will be an honest, small business with between 5 to 25 vehicles that he hopes to sell quickly within 30 days. There will be no storage, no other employees, no repair or body shop and vehicles will cost under $10,000 and he will not offer any financing. His Dad owned a Used Car business in the same location in early 2000 for 2 years (Warrensburg Auto Sales) but shut down to continue his work with Ameren. Atty Jankowicz discussed that there is an issue with the zoning and he and the owner would need to petition the Zoning Board. They discussed the timetable for the business and Ryan stated that he would like to begin as soon as possible but understands that there is a process (ad in the paper, a hearing with the Zoning Board, then filing all paperwork with the State). Ryan provided his contact information and was given further instructions regarding the next steps.

NEW BUSINESS: AVP Hackl announced that he will not be resigning from his Trustee position on the Board at this time. He will wait until after the Budgets are set in May.

ENGINEER: Stephanie Brown from Chastain and Associates found the Zoning map from 2002 but it doesn’t have the boundary areas highlighted on it. She can add those highlights and would like to work with the Attorney to ensure that all annexed areas are included and everything is up to date.

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee K. Hood, seconded by Trustee Netherton to approve the minutes of the January 2, 2024 regular meeting. Motion carried.

A motion was made by Trustee Netherton to approve the first closed session minutes from January 2, seconded by Trustee Freeman. Motion carried. A motion was made by Trustee Netherton to approve the second closed session minutes from January 2, seconded by Trustee Freeman. Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Trustee Freeman moved and Trustee P. Hood seconded to approve the Balance Sheet, pay the bills and make the appropriate transfers for January 16, 2024. VAC Hundley discussed the bills are basically the same as usual except for a Corn Festival deposit. Another zoning petition will be ready to present before the Zoning Board along with R. Cochran’s request. Roll call vote: Yes – Trustees P. Hood, K. Hood, Freeman, Netherton, and Hackl.

No – none. Motion carried.

FINANCE: Trustee P. Hood had nothing.

BUILDING: Trustee Netherton had nothing.

POLICE: Chief Wheeler discussed that there will be a Pipeline training on January 29. Board Members are invited to attend both a morning and afternoon session.

SEWER: AVP Hackl read a thank you letter from the Lion’s Club in regards to their Brotherhood Tree project. This year’s endeavor assisted 23 families, 37 adults and 50 children. Thanks were extended to everyone who helped to make this project a success.

AVP Hackl presented 3 Quotes for valve repair and bearings replacement at the Sewer Plant. Trustee Freeman pointed out that the quotes are several months old. AVP Hackl apologized and said he would discuss it with DPW Allen and present again later.

STREETS: Trustee K Hood mentioned that there is an issue with the alley that runs between West Main and West Warren off of South Durfee. Rusty Simpson is using it to pull a flat-bed trailer in/out and upon which he is loading his personal belongings. It not only blocks the alley but is also damaging the adjoining property, and there have been complaints. Discussion followed regarding how to address the issue. Trustee Netherton said he would follow up on it.

WATER: Trustee Freeman had nothing.

PUBLIC WORKS: DPW Allen was absent.

VILLAGE ATTORNEY: J. Jankowicz had nothing.

OTHER AND/OR OLD BUSINESS: none

Trustee K. Hood moved and Trustee Freeman seconded to adjourn. Motion carried.

The meeting adjourned at 6:10 p.m.

The next regular meeting will be on Monday, February 5, 2024.
