City of Clinton City Council met Feb. 6,

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, February 6, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Wise, Ballenger, and Buchanan were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of January 16, 2024 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”

PETITIONS

Edith Brady-Lunny from the Tree City Commission addressed the Council regarding naming the Arboretum in honor of Carol McFeeters Thompson who served on the Tree Commission and worked at Weldon Springs State Park and the consensus of the Council was to go ahead with this. The City Attorney, John Hoblit stated he would do a Proclamation.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Acting Mayor Edmunds had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan wanted to remind the citizens that brush pick-up will not be until March 18th as he has seen some piles setting out.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department is trying to find leaks that are underground, so they have been working on that and doing locates for the fiber optic companies in which they had one hundred and ten in the last two days.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that all the gas leaks that we have had those companies have been billed and we have been able to collect on those.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1594, An Ordinance Authorizing the Purchase of Real Estate (south portion of 812 W. Leander St.) in the amount of $26,600.00 and Authorize the Mayor to sign the documents. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.” Commissioner Buchanan stated there was a rumor going around that this ground was purchased for low-income housing and that is not true.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve Resolution 2024-1, A Resolution Approving Subdivision Plat (Park Lane West Subdivision) and Authorize the Mayor and City Clerk to sign the Final Plat. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

NEW BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the Purchase of a Snow Plow for the Street Dept. from Rahn Equipment Co. in the amount of $10,670.05. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes.’

On File – Purchase of (2) 2024-2025 Ford Police Interceptor Utility Vehicles/Police Dept. – Morrow Brothers Ford – not to exceed $110,000.00

On File – Sale of Excess Personal Property/Police Dept. – (2) 2017 Ford Police Interceptor Utility Vehicles

On File – Bids for Water Treatment Plant PLC and SCADA Improvements – Weber Electric, Inc. - $131,400.00

On File – New Website – Apptegy - $17,967.00

On File – 2024 MFT Summer Maintenance - $100,000.00

Acting Mayor Edmunds announced there would be no closed session tonight.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.”
