City of Decatur City Council met April 2.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, April 2, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Ballenger, Buchanan, and Wise were present.
Police Chief Lowers introduced Officer McCue and talked about her background, then the City Attorney swore in Margaret McCue as Police Patrolman of the Police Dept.
Police Chief Lowers introduced Officer Weder and talked about his background, then the City Attorney swore in Aristotle Weder as Police Patrolman of the Police Dept.
PUBLIC PARTICIPATION
None
Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of March 19, 2024 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners, Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

Commissioner Buchanan had no report.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported he was invited to the fire training station by Commissioner Ballenger and Chief Page a week ago, and watched everyone in action and expressed his confidence in our department and the facility.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported they placed on file and took of radio purchase through a grant. The county has changed to digital encrypted, they wouldn’t have been able to communicate with the purchase of those radios. They will be placing back on file, the correct radios.

Commissioner Edmunds had no report.

Written motion made Commissioner Buchanan and seconded by Commissioner Wise to approve Resolution 2024-4, Resolution authorizing authority, Illinois Department of Transportation. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”
Written motion made Commissioner Wise and seconded by Commissioner Ballenger to approve Resolution 2024-5, Resolution authorizing authority, Apple Developer Group. On roll call vote, Commissioners Buchanan, Wise, Buchanan and Acting Mayor Edmunds voted “Yes.”
Written motion made by Commissioner Ballenger and seconded by Commissioner Buchanan to Amend the agenda to move items from On File to vote. On roll call vote, Commissioners Wise, Buchanan, Ballenger and Acting Mayor Edmunds voted “Yes”.
Written motion made Commissioner Wise and seconded by Commissioner Ballenger to approve Strategic Plan Proposal from Arndt Municipal Support, Inc in the amount of $9,450.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”
Written motion made Commissioner Wise and seconded by Commissioner Buchanan to approve Lead Service Line Contract with A.C.T.S. LLC. On roll call vote, Commissioners, Ballenger, Buchanan, Wise Acting Mayor Edmunds voted “Yes.”

On File – Ordinance Amending Chapter 8 of Title 7 (Water Rates) & Chapter 9 of Title 7 (Sewer Rates)
Mayor Edmunds announced the Budget hearing at 6:45 p.m. April 16, 2024.
ADJOURNMENT
With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”
