Village of Lovington Board of Trustees met May 13.

Here are the minutes provided by the board:

Call to order: President Dennis Garmon called the meeting to order at 6:00 p.m.

Pledge of Allegiance: President Garmon led the Pledge of Allegiance.

Roll Call found the following trustees to be present: Todd Hale, Mike Young, Brittany Bates and April Daily. Absent: Keith Stanberry and Andrea Wardrip. President Dennis Garmon and Clerk Alma Fair were also present. Guests: Rick Miller - he lives on E William Street and there is a house that has been empty for the last 8 years or so. There are racoons that are living in there – he has been mowing for the last couple of years. Is there anything the village can do?

The house address is 402 N Broadway. Mayor Garmon will have to look into it. Garmon will talk to our attorney regarding a few more houses that need to be torn down.

Minutes and action of Village Clerk

1. Discussion and action on the April 2024 invoices

A Motion was made by Daily and seconded by Hale to accept the April 2024 invoices as presented.

YEA: Bates, Daily, Young, Hale

No: None

Absent: Stanberry, Wardrip

MOTION CARRIED

2. Discussion and action April 8, 2024, Regular Meeting minutes & Appropriation Hearing Minutes. A Motion was made by Young and seconded by Daily to approve the April 8, 2024, Regular Meeting minutes as well as the Appropriation Hearing as presented.

YEA: Daily, Young, Hale, Bates

No: None

Absent: Stanberry, Wardrip

MOTION CARRIED

3. Approval of April 8, 2024, Closed Session Minutes

A Motion was made by Daily and seconded by Bates to approve the April 8, 2024, Closed session minutes as presented.

YEA: Young, Hale, Bates, Daily

Treasurer’s Report

1. Discussion and action April 2024 treasurer’s report

A Motion was made by Daily and seconded by Hale to accept the April 2024 treasurer’s report.

YEA: Hale, Bates, Daily, Young

No: None

Absent: Stanberry, Wardrip

MOTION CARRIED

Old Business:

1. Discussion & Action on Bid for wall construction at front desk

Daily reported that the bid was for $2875.

A Motion was made by Daily and seconded by Young to accept the bid for $2875.

YEA: Bates, Daily, Young, Hale

No: None

Absent: Stanberry, Wardrip

MOTION CARRIED

Daily also reported that the bid was not for painting the wall and she planned to contact Roger Walker about painting the outer office.

New Business:

1. Appointment of committees (Park Recreation and Zoning Board)

Mayor Garmon appointed the Park Recreation and Zoning Board to remain the same as is for the next year. Closed Session:

Meeting of “The Mayor & Commissioners of a municipality organized under article 4 of the Municipal Code Held to discuss matters, which relate solely to exercise their executive or administrative responsibilities.” 1. 5 ILCS 120-2 Sec.2 (C) (1) The appointment, employment, compensation, discipline, performance, or dismissal of Specific employees.

A Motion was made by Young and seconded by Bates to go into closed session at 6:41 pm for the purpose of 5 ILCS 120-2 Sec.2 (C) (1) The appointment, employment, compensation, discipline, performance, or dismissal of Specific employees and 5 ILCS 120-2 Sec.2 (C) (2)

Return to Open Session:

A Motion was made by Daily and seconded by Hale to return to open session at 7:16 pm

Clerk Fair before going to department reports, brought up about filling pools for the first time - continue as it was done in the past. Sewer charge should not be charged but water should be. The customer must call the Village office before filling the pool in order to have this done.

Park and Special Projects – Brittany Bates

1. Report and action if needed

Town cleanup – we need to prepare a poster regarding town cleanup which will be 6/1/24. The school scheduled asphalt on the school roads at the same time as our fireworks so parking will need to be handled differently this year.

Gazebo – Daily will contact our attorney to prepare a letter to the Land of Lincoln Sheds to get the money we paid him returned.

Police – Keith Stanberry- absent

Streets and Alleys – Mike Young

Read the report from Chris regarding work being done.

Buildings and Grounds – April Daily

1. Report and action if needed

Read the report from Chris regarding sidewalks and trees

Insurance – Andrea Wardrip - absent

Presidents Report – Dennis Garmon

1. Report and action if needed

Garmon brought up the following items:

Read a letter from Farnsworth regarding the McMullin Ct water problem.

Residents not mowing their yards

Hiring a part-time police officer was a recommendation from Police trustee Stanberry who was unable to attend tonight’s meeting.

A Motion was made by Daily and seconded by Young to approve the recommendation from Police Trustee Stanberry that we hire a part time police officer Steven Wages at the same rate as our current part time officers.

No: None

Absent: Stanberry, Wardrip

MOTION CARRIED

A Motion was made Young to adjourn at 8:19 p.m.
