City of Decatur City Council met June 3.

Here are the minutes provided by the council:

On Monday, June 3, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and David Horn. Mayor Moore Wolfe declared a quorum present.

City Manager Tim Gleason attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

The following citizens provided comments to the Council: Vicki Sheets, Emma Jones Starbody and Abeer Motan.

Mayor Moore Wolfe responded to citizens’ comments regarding garbage service.

The minutes of the May 20, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-243 Resolution Authorizing the Execution of an Intergovernmental Agreement between the Board of Education of Decatur School District 61 and the City of Decatur to Provide Police Officers for School Security, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Gleason provided a brief overview of the Resolution.

Mr. Shane Brandel, Chief of Police, answered questions from Council members regarding the school resource officers.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2024-84 Ordinance Granting a Permanent Easement to the Sanitary District of Decatur under Lake Decatur, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Gleason provided a brief overview of the Ordinance.

Mr. Matt Newell, Public Works Director, provided additional comments about the easement.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-244 Resolution Authorizing the Execution of an Agreement with the Norfolk Southern Railway Company for a Storm Sewer Crossing for the Oakland and Grand Sewer Separation Project, City Project 2021-01, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Mr. Matt Newell, Public Works Director, provided a brief overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2024-85 Ordinance Authorizing the City of Decatur, Illinois to Borrow Funds from the Water Pollution Control Loan Program through the Illinois Environmental Protective Agency for the Oakland and Grand Sewer Separation Project, City Project 2021-01, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Mr. Matt Newell, Public Works Director, provided a brief overview of the Ordinance. Council members commented about upcoming sewer projects.

Upon call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through L. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A through L.:

Item A. R2024-245 Resolution Approving and Determining the Need for Confidentiality of Minutes of Closed Meetings

Councilwoman Gregory moved Items A. through L. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council members thanked Public Works for the new banners downtown and gave an update concerning citizens’ comments from the prior Council meeting concerning notifications for Code Enforcement.

There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Kuhle and on call of the roll, Council members Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 5:52 p.m.
