City of Decatur City Council met June 17.

Here are the minutes provided by the council:

On Monday, June 17, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel and Lisa Gregory. Mayor Moore Wolfe declared a quorum present.

City Manager Tim Gleason attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

The following citizens provided comments to the Council: Gwen Page, Michael Hartwig, Vicki Sheets and Abeer Motan.

Council members responded to citizens’ comments.

The minutes of the June 3, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Gleason presented the Treasurer’s Financial Report.

Ms. Ruby James, Director of Finance, spoke about changes in the budget from the prior month.

R2024-250 Resolution Authorizing Professional Service Agreement with Arthur J Gallagher Risk Management Services, LLP for Insurance Brokerage and Risk Management Services, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Gleason provided a brief overview of the Resolution.

Ms. Ruby James, Director of Finance, spoke about the terms of the agreement.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through L. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Horn requested to remove Item C. and Item I from the Consent Agenda Calendar. The Clerk read items A., B., D., E., F., G., and H.:

Councilwoman Gregory moved Items A., B., D., E., F., G., and H. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2024-94 Ordinance Amending City Code Chapter 52, Alcoholic Liquor, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Councilman Horn raised questions about the Class L license being restricted to the Central Business District and the number of licenses.

Ms. Wendy Morthland, Corporation Counsel, responded to Councilman Horn’s questions.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2024-255 Resolution Supporting Temporary Closure of Lost Bridge Road, a Macon County Roadway for 217 Wiffle Ball Classic, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Council members thanked the organizers of the 217 Wiffle Ball Classic and discussed concerns about the temporary closure of Lost Bridge Road.

Ms. Wendy Morthland, Corporation Counsel, answered questions from Council members concerning the temporary closure of Lost Bridge Road.

Mr. Rusty Johnson, spokesperson for the 217 Wiffle Ball Classic, answered questions from Council members about parking concerns.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory and Mayor Moore Wolfe voted aye. Councilman McDaniel abstained from the vote. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Councilman Horn spoke about garbage service issues, speeding on neighborhood streets and pedestrian safety.

Mr. Matt Newell, Public Works Director, answered questions from Councilman Cooper concerning the Brush College Road closure.

Councilman McDaniel thanked the Decatur Police Department for traffic enforcement.

Councilman Culp thanked city staff, the Decatur Park District and other organizations for bringing the boat races back to Decatur.

Councilman Cooper thanked organizers of the Juneteenth events that occurred over the weekend and encouraged Council members and others to attend future Juneteenth events.

There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:10 p.m.
