Village of Warrensburg Village Board met July 15.

Here are the minutes provided by the board:

CALL TO ORDER: Acting Village President Hackl called the meeting to order at the Warrensburg Village Hall on Monday, July 15, 2024 at 5:30 p.m.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Acting Village President Hackl, Trustee D. Fisher, Trustee B. Netherton, Trustee P. Hood, and Trustee K. Hood. Also present were Chief G. Wheeler, Director of Public Works, T. Allen and Attorney J. Jankowicz. Trustee S. Freeman and Village Administrative Clerk C. Booth were absent.

MAYOR'S COMMENTS: Acting Village President Hackl advised the Board that Lyle Jones had donated $60,000.00 to the Village of Warrensburg for construction and name placement on the stage. The Village was extremely appreciative of his donation. Acting Village President Hackl also advised the Board that he wished to add names to the Veterans Memorial and would be speaking with Village Administrative Clerk Booth in order to send out a notice to the public so that anyone wishing to have names added could advise the Village.

PUBLIC COMMENTS: Tim Hoffman advised the board that insurance for the Corn Fest would start Thursday. He would like the Board to thank the committee for all of its hard work and would provide a list of committee members' names. Checks for beer, Pepsi, and Cleary for stage construction would be needed soon. That would be the last installment for Cleary. Ribbon cutting for the Corn Fest would take place in conjunction with the National Anthem on Thursday between 6:45 and 7:15 p.m. He was expecting there to be a very good Corn Fest.

NEW BUSINESS: Nothing.

ENGINEERS: Stephanie Brown was present. She had been advised by T. Allen that EPA had sent out an out of compliance letter to the Village. The Village will be able to receive engineer input and input from Illinois Rural Water Association to formulate its response to the EPA letter. Engineering services that could be provided to rectify the EPA out of compliance letter would follow the IEPA contract form. She also advised the board that the permanent sign for the stage would not be ready. A temporary banner or sign to formalize the Lyle Jones stage naming would be available in time for the Corn Fest.

REVIEW/APPROVAL OF MINUTES: B. Netherton moved and K. Hood seconded the motion to approve the July 1, 2024 regular session minutes. On voice vote, motion carried unanimously.

VILLAGE ADMINISTRATIVE CLERK: P. Hood moved and B. Netherton seconded the motion to approve the balance sheet, pay the bills and make the necessary transfers for July 15, 2024. On roll call vote, the trustees voted as follows: "Yes" - D. Fisher, K. Hood, P. Hood, B. Netherton, and L. Hackl; "No" - none. Motion carried unanimously.

FINANCE: P. Hood moved and K. Hood seconded the motion to approve Ordinance No. 805, being the Appropriation Ordinance for Fiscal Year 2024-2025. Attorney Jankowicz explained the Ordinance and the basis for the line item appropriations. On roll call vote, the Trustees voted as follows: "Yes" - L. Hackl, K. Hood, P. Hood, B. Netherton, and D. Fisher; "No" - None. Motion carried unanimously.

BUILDING: B. Netherton stated that the final storm repairs were substantially completed. He had elected to repair with metal roofs rather than shingles. There would be a few items to finish after the Corn Fest.

POLICE: D. Fisher had nothing to report. Chief Wheeler had nothing to report.

SEWER: L. Hackl reported that the Village would be checking on grant availability from Illinois Rural Water Association. There will be an IRWA meeting soon for employees of the Sewer and Water Department. They will receive credit for their attendance.

STREETS: Nothing.

WATER: Acting Village President Hackl stated he would like the old water tower inspected on the inside. Stephanie Brown was asked to provide the repair list so that the Village could decide whether the old water tower should be repaired or demolished.

PUBLIC WORKS: T. Allen reported that he would help the sound man with the big speakers being used for the Corn Fest stage.

VILLAGE XITORNEY: Nothing.

OTHER AND/OR OLD BUSINESS: T. Allen reported that the lowest bid for the truck purchase was from Koenig. The topic of awarding the contract to Koenig would be put on the next agenda.

Acting Village President Hackl stated there was no further business to come before the board. K. Hood moved and B Netherton seconded the motion to adjourn. On voice vote, motion carried unanimously and the meeting adjourned at 6:01 p.m.
