City of Clinton City Council met Aug. 6.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, August 6, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Buchanan, Wise, and Ballenger were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of July 16, 2024 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Acting Mayor Edmunds reported he had the privilege of speaking at the 100th anniversary celebration of the Clinton Nazarene Church, with a nice service that was well attended. Edmunds also mentioned that Clinton will celebrate it’s bicentennial in 11 years.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that summer maintenance is done. Buchanan thanked the guys who have been busy the last few weeks.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the well in new business is a normal maintenance project. It is done on a periodic table. The engineering for the water plant and tower will be coming for a vote tonight. The engineers ware working on the plant getting it ready to go.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported this Saturday, this square will be shutdown for a Fire Department Celebration of 150 years. David Dallas has worked to put it all together, there will be a Rolling Stones tribute band. The public is invited to attend. Chief Page mentioned there are competitions and an apparatus show along with food trucks and welcomes everyone to attend.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the purchase of accessory equipment and installation by Meado Public Safety Equipment for 2 2024 Ford Police Interceptor Utility Vehicles not to exceed $24,000.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the engineering proposal with Mead & Hunt for water plant improvements including water tower in the amount of $375,000.00. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.’

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve supplemental resolution for MFT funding for the S. Madison St. project with Cummins Engineering in the amount of $14,937.52. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Liberty Lane Resurfacing Bids with Dunn Company in the amount of $79,351.70. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes.” UCM bid $82,344.30 was struck and not voted on.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve Ordinance 1603 authorizing sale of real estate 917 W North Street with Kelly Riggs in the amount of $1,700.00. On roll call vote Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve 801 N Side Square Awning Proposal with Kyle & Melissa Morris. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”

Kiwanis Park proposals will be brought forward at the next meeting.

Written motion was made by Commissioner Wise and seconded by Ballenger to approve Ordinance 1604 an ordinance creating 13-6 of the Clinton City Code ‘Solar Regulations’. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes.”

Written motion made by Commissioner Ballenger and seconded by Commissioner Wise to approve Clinton Fire Department Payroll Policies & Procedures. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes.”
