City of Decatur City Council met September 3.

On Tuesday, September 3, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe. Councilman Chuck Kuhle was absent. Mayor Moore Wolfe declared a quorum present.
City Manager Tim Gleason attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mr. Mark Schleeter, on behalf of Decatur Pride, read a proclamation declaring September 14th, 2024, as Official Pride Day in Decatur.
Mayor Moore Wolfe called for Appearance of Citizens.
The following citizen provided comments to the Council: Shirley Stanley.
The minutes of the August 19, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members Ed Culp, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Dennis Cooper abstained from the vote. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe called for New Business.
R2024-291 Resolution to Approve Final Design Engineering Services Agreement with WHKS and Co. and Appropriate Motor Fuel Tax Funds for the Garfield Avenue Bridge over 22nd Street, SN 058-6001, City Project 2020-22, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
City Manager Gleason gave a brief overview of the Resolution.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2024-112 Ordinance Amending City Code Chapter 47 Animal Cruelty, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Culp.
City Manager Gleason gave a brief overview of the Ordinance.
Ms. Wendy Morthland, Corporation Counsel, spoke about the proposed changes to the Ordinance.
Councilman Horn thanked those who advocated for changes to the Ordinance.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
City Manager Gleason presented the City Manager Update. City Manager Gleason welcomed new hires to the City of Decatur and announced the retirements of two long time employees of the Decatur Fire Department, Jim Ohl and Dan Kline. City Manager Gleason announced that amendments to the liquor code concerning video gaming will be brought forth for Council action at the September 16th or October 7th City Council meeting.
Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through J. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Horn requested to remove Item I. from the Consent Agenda Calendar. The Clerk read Items A. through H. and J.:

Councilwoman Gregory moved Items A. through H. and J., be approved by Omnibus Vote; seconded by Councilman Culp, and on call of the roll, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-296 Resolution Approving a Water Service Agreement with the Village of Forsyth, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
Councilman Horn offered alternatives to the water service agreement.
Upon call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Councilman Horn abstained from the vote. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Council members thanked Dan Kline and Jim Ohl for their 30 years of service with the Decatur Fire Department.
City Manager Gleason answered questions from Councilman Horn concerning funding sources for Neighborhood Revitalization initiatives in 2025.
There being no Other Business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Culp and on call of the roll, Council members Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe declared the regular Council meeting adjourned at 5:54 p.m.
