Village of Harristown Board of Trustees met Sept. 12.
Here are the minutes provided by the board:
The Village of Harristown held a Special Board Meeting on September 12, 2024 at 185 N Kembark Street, Decatur, IL 62522. The meeting was called to order at 5:02 PM by Mayor Evelyn Deverell. Present: Trustees April Bogan, Jeff Eller, Les Jenkins, Kurt Terry, Jay Trusner and Kevin Vessels. Also present were Josh Dubblede, Village Attorney and Teresa Acree, Financial Clerk.
The Wastewater Agreement with EJ Water was the first item on the Agenda. Attorney Dubblede explained that if any major changes are made by EJ Water, the Board will need to revote should this be approved tonight. In addition, he explained that contingency plans are clear in several places in the Agreement to protect the Village’ interests and that Exhibits A and C will have to be attached to any formal Agreement. Trustee Vessels moved to approve this Agreement to include those attachments and the knowledge that, if major changes are suggested by EJ Water, the Board will have to reconsider. Trustee Trusner seconded the motion and the motion passed unanimously.
The Variance Request from Tom Miler regarding the property at 5212 W Main to allow horses on the property was discussed. Mike Sorrentino, Zoning and Planning Chairperson, reported on the Committee’s findings. Trustee Trusner moved to deny the Variance Request and that motion was seconded by Trustee Vessels. The motion passed by a vote of 6 to 0.
Teresa Acree reported on an Online Payment Proposal from Firstech. This would allow residents to pay their water and sewer bills via ACH. After questions from the Board, Trustee Trusner moved to approve the Village’s participation in this program and for Financial Clerk Acree to start the process. Trustee Vessels seconded and the motion passed 6 to 0.
Trustee Trusner asked for the Board to enter Closed Session to discuss job performance of Village employee and that Financial Clerk, Teresa Acree, be included in the Closed Session. Mayor Deverell asked Attorney Dubblede if this was allowed since the item is not on the Agenda. After being advised that going into Closed Session would be allowed, Trustee Trusner moved and Trustee Vessels seconded to enter Closed Session. The vote was 6 to 0 in favor. The Board entered Closed Session at 5:45 PM.
At 7:05 the Board returned from Closed Session. Trustee Jenkins moved to adjourn, Trustee Eller seconded. After a vote of 6 to 0 in favor, the Meeting was adjourned at 7:06 PM.
