City of Clinton City Council met Nov. 5.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, November 5, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Buchanan, Wise, and Ballenger were present.
PUBLIC PARTICIPATION
Missy Morris addressed the council speaking on behalf of the Downtown Clinton Festival of Trees. Last year they had 66 individually decorated trees and this year they have sold over 100 trees for the event. This year for the event they are planning to have an Olympic Ice Sculptor, train rides for kids and adults, hot chocolate, a photo booth, and maybe more. Missy thanked the City of Clinton for its generous contribution of $2,000 towards last years event and is requesting a donation of $3,000 towards this year’s event. Missy also discussed the possibility of adding speakers to the square for Christmas music and lighting all the buildings on the square during the holiday season.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of October 15, 2024 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Acting Mayor Edmunds invited Joe Laudont from Lauterbach & Amen to present the FY2024 audit report. The City received an unqualified opinion which is the highest level of confidence in the financial reporting. Edmunds commented how much the GASB has changed the requirements of the audit report over the years that he has been on the council which has drastically increased the complexity of the audit process.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported that the leaf pickup program started last week with one leaf vac and 2 leaf vacs this week, however the weather is playing a factor and putting them behind schedule. Buchanan reminded everyone that this will be the last month for brush pickup. He asked for everyone’s patience as they are shorthanded. He also asked that people put the leaves on the boulevard and not in the street.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that they continue to work on plant upgrades. Currently the CO2 system is being worked on and will cause extra iron in the water. The lime system will be 3 to 4 weeks before everything is on site. Residents should keep this in mind with laundry as both of these items will cause lower water quality and higher iron content while they are being worked on. Wise also commented on the Well 11 and HVAC system action items.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger asked about being able to approve the contribution to the Downtown Clinton Festival of Trees. Attorney Hoblit advised that they should not take action on anything that is not listed on the agenda. It will be added to the next agenda for action.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES Commissioner Edmunds had no report.

NEW BUSINESS
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the annual audit report and related documents for FY2024. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Acting Mayor Edmunds voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to accept the quote for Well 11 pump repair and installation from Layne Christensen Co. in the amount of $85,094.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Acting Mayor Edmunds voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to accept the proposal for HVAC systems for the water department from Thoms, Inc. Plumbing & HVAC in the amount of $22,478.00. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Acting Mayor Edmunds voted “Yes”.

On File – Quote from Rockstar Audio Visual for 4 all weather speakers for Mr. Lincoln’s Square $6,300.

On File – Annual Levy Ordinance (estimated at $1,922,842) (Levy Hearing will be December 3rd 2024 at 6:45 p.m).
