Village of Warrensburg Village Board met Dec. 2.

Here are the minutes provided by the board:

CALL TO ORDER: Acting Village President Hackl called the meeting to order at the Warrensburg Village Hall on Monday, December 2, 2024 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Acting Village President Hackl, Trustees Fisher, Freeman, Eskew, Trustee Hood and Netherton. Also present were Chief Wheeler, Attorney Jankowicz,DPW Allen & VAC Booth.

MAYOR’S COMMENTS: AVP Hackl stated that our Christmas tree for One Tree, Many Branches is from Paul Tree Farms and was $780. Brandon Keppler, from Warrensburg Tree Service, picked it up and helped to set it up as well as donated $400 towards the tree purchase. Cindy Hundley inquired about how the committee will receive the rest of the money that the Board has pledged. AVP Hackl said that the $1500 has been approved by the Board and they will just need to produce receipts to be reimbursed.

PUBLIC COMMENTS: Nothing

NEW BUSINESS: Nothing

ENGINEER: Stephanie Brown from Chastain Engineering stated that the Sanitary treatment plant project should be completed soon. She also mentioned that Lyle Jones has paid for the lit sign for the stage and hopefully it will be done by the end of the year.

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Netherton, seconded by Trustee Freeman to approve the minutes of the November 18, 2024 regular meeting. Motion carried.

A motion was made by Trustee Freeman, seconded by Trustee Netherton to approve the minutes of the November 18, 2024 closed session meeting.

Roll Call Vote: Yes – Trustees Hackl, Eskew, Fisher, Netherton and Freeman.

Abstain - Trustee Hood. Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Trustee Fisher moved and Trustee Netherton seconded to approve the balance sheet, pay the bills and make the appropriate transfers forDecember 2, 2024. VAC Booth explained that the Village has received their fifth installment of the real estate taxes and it is noted on the balance sheet. Other bills included community celebration bills such as the lit sign and mostly normal water and sewer bills as well as a delivery of salt for the roads. The gaming fund will be noted on the bills and transfers sheet at the next meeting.

Roll Call Vote: Yes – Trustees Netherton, Fisher, Hackl, Eskew, Hood and Freeman.

No – none. Motion carried.

FINANCE: Trustee Eskew made a motion to go into closed session following the meeting to discuss to discuss the appointment, employment, compensation, discipline, performance or dismissal of an employee pursuant to 5ILCS 120/2 (c)(1), seconded by Trustee Freeman.

Roll Call Vote: Yes – Trustees Freeman, Hood, Fisher, Hackl, Eskew and Netherton.

No – none. Motion carried.

BUILDING: Nothing

POLICE: Chief Wheeler presented the monthly report for November.

Trustee Fisher stated that he and VAC Booth will compose the letter to Ameren regarding the new light by the Dollar General this week.

SEWER: Nothing

STREETS: Nothing

WATER: Nothing

PUBLIC WORKS: DPW Allen noted that he will be meeting with a representative from the EPA to follow up with the completion of requested items on December 3 at 1:00 PM.

VILLAGE ATTORNEY: Attorney Jankowicz discussed the proposed tax levy, Ordinance 808. The total levy for this year will be $192,442. A truth in taxation report will be filed that states the specific amount that the Village will levy.

Trustee Freeman made a motion to accept Ordinance 808, seconded by Trustee Netherton.

Roll Call Vote: Yes – Trustees Eskew, Netherton, Fisher, Hackl, Hood and Freeman.

No-None. Motion carried.

Attorney Jankowicz updated the Board on the Village’s Ordinance violation case against resident, Rusty Simpson, that took place on November 19, 2024. AVP Hackl stated that something more needs to be done in regards to cleaning up the property.

OTHER AND/OR OLD BUSINESS: None

Moved into Closed Session at 5:52 PM.

Reconvened to Open Session at 6:00 PM.

A motion to adjourn was made by Trustee Netherton, seconded by Trustee Hood.

The meeting adjourned at 6:00 PM

The next regular meeting will be on Monday, December 16, 2024 @ 5:30 PM.
