Village of Warrensburg Village Board met May 19.

Here are the minutes provided by the board:

CALL TO ORDER: Mayor Hackl called the meeting to order at the Warrensburg Village Hall on Monday, May 19, 2025 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor Hackl, Trustees Fisher, Eskew, Bons and Netherton. Also present were Chief Wheeler, Attorney Jankowicz, DPW Allen and VAC Booth.

MAYOR’S COMMENTS: Mayor Hackl introduced Warrensburg resident, Chase Davis, to the Board in order to fill the Water seat. Attorney Jankowicz asked Mr. Davis several questions regarding his background and criminal history, if any. He does have a clean record plus experience as a plumber, and expressed his interest in the Trustee seat.

The Board having no questions or concerns, Trustee Netherton made a motion, seconded by Trustee Eskew, to give the Board advice and consent to proceed with the selection of Chase Davis to fill the vacant seat. Motion carried.

Mayor Hackl then swore in Mr. Davis and he took his new seat on the Board.

PUBLIC COMMENTS: Harold Hawkins inquired again about the Mayor Pro-tem position. Mayor Hackl stated that he has one more seat to fill before he is ready to select a Trustee for that position.

NEW BUSINESS: Resident, Joe Fromm discussed two requests for his rental property; concerning rezoning and identifying the set-backs. Attorney Jankowicz stated that he would investigate the situation.

Tim Hoffman invited the Board to attend the June 5 Cornfest meeting to be held at 6 pm at the Fire Department. As the festival approaches, he would like to discuss Cornfest finances with Attorney Jankowicz and Mayor Hackl.

ENGINEER: Stephanie Brown, Chastain Engineering, discussed the railroad crossing project, the subject of the Streets committee meeting on May 16. ICC has a grant with IDOT to install crossing arms at the railroad tracks on Main and by the school. The plan will be submitted soon.

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Netherton, seconded by Trustee Bons to approve the minutes of the May 5, 2025 regular meeting. Trustee Davis abstained.

Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Trustee Netherton moved and Trustee Bons seconded to approve the balance sheet, pay the bills and make the appropriate transfers for May 19, 2025.

VAC Booth informed the Board that the check for the wind tower franchise was received for the year, totaling $17,230.29. The Bills and transfers include the monthly water transfers and the usual invoices plus the invoice from LOCiS for the upcoming 2 accounting classes in June and July. She also mentioned that she sent the Ordinances adopted throughout the fiscal year to General Code. General Code will review the Ordinances for accuracy and then post to our website. It was determined that she would present that bill for discussion at the next meeting. VAC Booth also mentioned an upcoming IML Clerks conference in Peoria that will be discussed at the next meeting.

Roll Call Vote: Yes – Trustees Netherton, Fisher, Bons, Eskew and Davis.

No – none. Motion carried.

FINANCE: Trustee Eskew stated that she will be having a committee meeting to discuss a credit card transaction fee for utility billing.

BUILDING: Trustee Netherton stated that he delivered the deposit check for the Warrensburg signs to Dynagraphics and they are in production now.

Trustee Netherton mentioned that he will be having a committee meeting to discuss acid washing Village Hall.

POLICE: Trustee Fisher updated the Board on the Speed sign; providing various traffic statistics that have been generated so far.

Trustee Fisher made a motion to approve Ordinance 812, approving an agreement for use of Village of Warrensburg range with Kevin Mante-Applied Combative Solutions, seconded by Trustee Netherton.

Chief Wheeler and Attorney Jankowicz explained that the Ordinance will provide priority to residents, eliminate certain fees and generate income.

Roll Call Vote: Yes- Trustees Netherton, Davis, Fisher, Bons and Eskew.

No – None. Motion carried.

SEWER: Nothing

STREETS: Nothing

WATER: Nothing

PUBLIC WORKS: Nothing

VILLAGE ATTORNEY: Trustee Netherton made a motion to accept Ordinance 813, an Ordinance approving a temporary land use agreement with Chad Calhoun; seconded by Trustee Eskew.

Attorney Jankowicz explained that the Village needs access to the vacant lots in downtown Warrensburg and electrical outlets for the Corn Festival. Mr. Calhoun, owner of the lots, has agreed to allow temporary use and access of the lots per this agreement.

Roll Call Vote: Yes- Trustees Bons, Eskew, Fisher, Netherton and Davis. No-none. Motion carried.

OTHER AND/OR OLD BUSINESS: Mayor Hackl stated that he recently learned that unfortunately, the DCEO will not finance any grants in the coming year

Harold Hawkins inquired about the conclusion of the incident from Clean-Up Day. He also asked if the speed trailer will be set up in other areas of town. (A police report was filed and yes, the Chief has several areas within the Village where the trailer will be located.

Tim Hoffman mentioned that next year will be ten years for the Cornfest and they will double their budget for entertainment.

A motion to adjourn was made by Trustee Netherton, seconded by Trustee Bons.

The meeting adjourned at 6:32 PM.

The next regular meeting will be on Monday, June 2, 2025 @ 5:30 PM.
