City of Decatur City Council met May 5.

On Monday, May 5, 2025, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Consuelo Cruz, Ed Culp and David Horn were sworn into the office of City Councilman.
Mayor Julie Moore Wolfe presided, together with her being Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory and Consuelo Cruz. Mayor Moore Wolfe declared a quorum present.
City Manager Tim Gleason attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens.
The following citizens provided comments to the Council: Ayn Owens, Bret Robertson, Cherri Johnson and Kathy Williams.
Mayor Moore Wolfe called for approval of the minutes.
The minutes of April 21, 2025, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
This being the time set aside for Unfinished Business and there being none, Mayor Moore Wolfe called for New Business.
Mayor Moore Wolfe announced that the Resolution Accepting the Proposal and Authorizing the Execution of an Agreement for Professional Services for the FY2025 EPA Brownfields Assessment Grant between Fehr Graham and the City of Decatur was being pulled from the Council agenda.
R2025-181 Resolution Authorizing an Agreement between the City of Decatur and Axon Enterprise Inc for Equipment and Services for the Decatur Police Department, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
City Manager Gleason gave a brief overview of the Resolution.
Mr. Shane Brandel, Chief of Police, highlighted the benefits of the new equipment and addressed inquiries from Council members about the associated costs, the reasons for choosing a new system and potential grant opportunities.
Mr. Todd Koester, President of the Decatur Police Benevolent & Protective Association Labor Committee, spoke in support of the agreement.
Upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory and Mayor Moore Wolfe voted aye. Councilwoman Consuelo Cruz voted nay. Mayor Moore Wolfe declared the motion carried.
City Manager Gleason provided the City Manager update, congratulating newly elected Council member Consuelo Cruz and re-elected Council members Ed Culp and David Horn. City Manager Gleason welcomed several new hires including Andrew Clark, Transit Utility Worker, Laura Ryan, Office Support Representative and Police Patrol Officers, Cade Brown, Ashlan Bussman, Dionte Lewis, Johnathon Luttrell, Lindsey Novak, Thomas Russell, Joshua Scudder, Chris Tyhurst, Harry Vickers, David Williams and Kyle Zulkowski (lateral hire). City Manager Gleason announced that Chris Scott was promoted to Fire Lieutenant and Shelly Jones, Parking Enforcement Officer, was recognized for her retirement after 38 years with the City of Decatur. City Manager Gleason also recognized the retirements of Clifton Miller, Fire Lieutenant and Greg Bickers, Electrical Inspector and recognized Shane Brandel, Chief of Police, who will retire on May 9, 2025, after dedicating 28 years of service to the Decatur Police Department.
Shane Brandel, Chief of Police, spoke about his time with the Decatur Police Department and expressed gratitude to the city for the opportunity to serve.
Mayor Moore Wolfe extended her congratulations to Shane Brandel on his retirement on behalf of the City Council.
Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through M. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read Items A. through G.:

Councilwoman Gregory moved Items A. through G. be approved by Omnibus Vote; seconded by Councilman Culp, and on call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Mayor Moore Wolfe extended her congratulations to newly elected Council member, Counsuelo Cruz and re-elected Council members Ed Culp and David Horn.
Council members expressed their appreciation to Shane Brandel for his dedicated service to the Decatur Police Department.
Councilman McDaniel thanked both the Decatur Police Department and the Illinois State Police for their efforts in enforcing traffic laws related to speeding and the use of cell phones.
Councilwoman Cruz and Councilman Horn emphasized the importance of collaboration and enhancing relationships with the Decatur School District.
Council members discussed the progress made in improving relationships with other government entities over the past few years.
Councilman Cooper requested updates on three ongoing projects brought up during Appearance of Citizens.
City Manager Gleason provided updates on the YWCA demolition and the Wee Folks Day Care Center and will have an update on the Garfield School site in the near future.
Councilman Horn requested that updates on the progress of strategic goals be provided quarterly.
There being no Other Business, Mayor Moore Wolfe called for Adjournment.
Councilwoman Gregory moved the regular City Council meeting be adjourned, seconded by Councilman Culp and upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:12 p.m.
